"Today's dialogue has reaffirmed that sustainable health financing is not the responsibility of government alone. It calls for a whole society approach, development partners, private sector, civil society, and communities working together.
As we move forward, let us turn today's discussions into actionable commitments. Let us advocate for evidence informed policies for physical discipline and for innovative approaches that ensure no Ugandan is denied essential health services because of financial barriers.
In closing, I thank the organizers, the partners, and every participant for your contribution and dedication. The task ahead is complex, but together with shared purpose and accountability, we can build a health financing system that truly serves Uganda's people today and for generations to come."

"We have reflected on the hard truth, the funding gaps, the pressures on service delivery, and the constraints on our physical space. But we have also identified pathways to take us forward.
Some short term, some medium term, and others long term. This ranges from expanding the tax base to include everyone participating in taxation, rolling out the national health insurance scheme, efficiency measures, where we address linkages among others, but also the multisector approaches to address the gaps within the health sector.
So overall, the key findings, key recommendations, innovations can be summarized as strengthening domestic resource mobilization, while ensuring that allocation to health is both increased but efficiently utilized.
Enhance public private partnerships and explore innovative financing mechanisms, improve accountability and governance so that every shilling spent brings tangible value to the people, continue to invest in primary health care, prevention, and community-based systems that build long term resilience. Partnerships remain critical.
Even as donor funding shifts, collaboration across government, private sector, civil society, and development partners remain central to sustaining gains in health outcomes. Equity must stay at the heart of our efforts.

"How do we influence budget allocations? I think to influence budget allocations from experience is that you need two things.
One is you need to know the process, but also you need to know what you want to allocate for. On the process, I learned in the hardware from the Minister of Finance, when I would argue that we need more money for agriculture, and they would tell me, please, whenever you come to us for more money, please make sure that you come when we are beginning to prepare the budget."

"We need to embrace results-based financing, which is what the development partners are embracing now. This should be able to attract more grant financing to us.
We need to work towards addressing the leakages that we see in the healthcare system. We also need to mainstream off-budget funding into the budget, because the risk with off-budget resources is the one with the risk of duplication.
It's possible that both government resources and development partner sources end up funding the same intervention, so mainstreaming should be able to create savings that should be used to address funding gaps." ~ Mr Patrick Mwanja

Mr Patrick Mwanaja:
"Because of our development agenda, the government is committed to promoting human capital development, and you see it from the budget architecture.
We've seen human capital development getting the largest part of the budget, around 11.4 trillion, moving on to 10 trillion last financial year, showing a growth of 9.6%.But turning to the health sub-program, the figures have already been shared by Fahad and Richard.
We've seen growth since 2021 from 2.1 to 5.5, contributing 8% of the budget, and then a new growth of about 9.6%. So government is committed to increasing financing, and our focus, as has already been mentioned, has been on creating infrastructure at the health centers, district hospitals, rural referral hospitals, and so on.
But challenges remain, and they have been highlighted, including operationalizing these facilities, through equipping, through staffing, and so on"
