What about #hisba, the institution established by the Prophet Muhammad (pbuh)?
It was indeed a police force. But it was not about religious coercion. It was about preventing fraud in the marketplace. Only much later, hisba turned into religious policing:

That is one reason I have a whole chapter on rethinking #Hisba in "Reopening Muslim Minds."
I argue that the Prophet of Islam indeed established such an institution. But it was about market inspection against fraud. Only much later, it was extended to "religion policing."
#Hisba is practiced in all "Islamic" states, with varying dozes of severity, to enforce religious practices and to ban sinful acts.
But does it really make people religious?
Not really. Quite contrary, it often creates either hypocrisy or contempt of religion — even apostasy.
