I was hopeful QRTP institutions would provide improved therapeutic care for foster youth. Given what I am hearing so far (eg a youth in a facility in OR where staff deliberately gave another youth’s cut medication to another) that hope will not be realized.

I appreciate the article & the attention it brings to a critical issue @propublica. However, I am struck by the picture. A #fosterchild who possesses a suitcase would be an anomaly. They usually have to use garbage bags when changing placements. #homesnotinstitutions
State officials are supposed to send foster children to out-of-state facilities only as a last resort, but in Illinois alone, it has happened dozens of times. In many cases, officials failed to adequately monitor their treatment and well-being.
