IPv4、RIPE NCCの管轄ブロックの配布が終了しただけであって、別にv4アドレスが枯渇したわけじゃないし、日本に関係があるわけでもない。
APINC(アジアらへんの管轄)は2011年にブロック配布しきったけど、今まで普通に使えてるでしょ。
