#Article250 – Power of Parliament During Emergency
According to Article 250 of the Constitution of India, during the period when a National Emergency is in operation, the Indian Parliament gets the authority to make laws even on matters included in the State List.
Normally, only the State Legislatures have the power to make laws on subjects mentioned in the State List. However, considering the security, unity, and emergency situations of the nation, additional powers are granted to the Central Government during an Emergency.
This provision was created with the objective of strengthening national unity and emergency administration.
#Article256 – Obligation of States and the Union’s Directions
According to Article 256, State Governments are required to implement the laws made by the Central Government and the directions issued under the Constitution.
Further, in order to ensure that the State administration functions effectively in implementing such laws, the Central Government may issue necessary directions or instructions.
This Article serves as an important foundation for:
Ensuring administrative cooperation between the Central and State Governments
Establishing uniform implementation of laws throughout the country
Strengthening administrative coordination within the federal structure.

Article 263 provides for the establishment of an Inter-State Council to promote cooperation and coordination among the States in India.
The Inter-State Council is:
A forum to discuss disputes between States
A body that provides advice on matters of common public interest
An important constitutional mechanism that promotes cooperation between the Central and State Governments
This institution functions with the objective of strengthening:
Consultative governance
Cooperative administration
Administrative balance within the federal structure
It is also regarded as one of the important instruments of “#CooperativeFederalism” in India.
