Trump’s letter isn’t just a GERD or Blue Nile engineering note. It’s a framing letter, and Ethiopia must read it with open eyes. He calls it “Nile Water Sharing,” says he wants to restart mediation “once and for all,” and claims the goal is “a lasting agreement for all Nile Basin Nations.” Fine. Then act like it. If this is truly “water sharing” for “all Nile Basin Nations,” it cannot be delivered through a letter written to Cairo, centered on Cairo’s narrative, and built around “predictable releases” language. A basin file is not a downstream script. It is a basin table. And the line “no state should unilaterally control the precious resources of the Nile” cuts both ways. No upstream state should dominate, and no downstream state gets to treat a shared river like inherited property with a permanent veto. The danger in the letter is the supervision language, “monitoring and coordinating.” That can quietly become permission if Ethiopia sleeps. The opportunity is just as clear. Trump never writes “historic rights.” He never writes “acquired rights.” He never writes quotas. He never demands Ethiopia reverse GERD. He even says the outcome should assure the “water needs” of Egypt, Sudan, and Ethiopia. So Ethiopia’s response has to be disciplined as always and sovereign. No colonial vocabulary trap. No monopoly by habit. Equity and mutual benefit, basin-wide, or nothing. And if this is truly for “all Nile Basin Nations,” then all Nile Basin countries must be at the table.
