What was Jeff Kennett's Project Victoria?

Commencing in 1990 the purpose of Project Victoria was far reaching.
It covered water, ports, electricity, public transport and workers compensation.
The IPA and Tasman Institute with Lachlan Murdoch prepared a number of reports and strategies on these issues between 1991 and 1993.
What was the outcome from Jeff Kennett's Project Victoria?
The outcome of Project Victoria was the comprehensive, radical neoliberal restructuring of Victoria’s economy under the Liberal-National Coalition government led by Premier Jeff Kennett.
Massive Privatization
The state's electricity, gas, and transport assets (such as the State Electricity Commission of Victoria, or SEC) were broken up and sold or franchised to private operators. The government also sold the TAB and the Crown Casino.
Infrastructure
Ports were leased, and private investment was introduced into traditional public arenas like toll roads, prisons, and courthouses.
Public Transport
Trams, trains, and bus systems were franchised or completely sold to private operators
Public Sector Downsizing
Council Amalgamations
In 1994, local government was aggressively overhauled. Elected local councils were dismissed, forcibly amalgamated into much larger municipalities, and replaced with state-appointed commissioners.
Social Disruption and Closures
Education
The austerity measures led to the closure of over 350 public schools.
Course and Campus Cuts
Widespread budget cuts specifically impacted vocational and trade-focused education, forcing the cancellation of various courses and leading to the closure of some regional TAFE campuses.
Health
17 public hospitals were closed, and mental health institutions were decommissioned in favour of an underfunded community care model.
Job Losses
Approximately 30,000 to 75,000 public sector employees—including thousands of teachers, nurses, and transport workers—lost their jobs.
Industrial Relations
New legislation (such as the Public Sector Management Act and Employee Relations Act) bypassed traditional consultative mechanisms to strip workplace union power and introduce individual private-sector style contracts.
Electoral Backlash
While the economic reforms were applauded by business and financial markets, widespread community anger over structural cuts and the perceived neglect of regional Victoria contributed to the Kennett government losing its majority at the 1999 state election, leading to his exit from power.
