*BOBI WINE’S PROMOTION OF BITCHAT AS A SOLUTION TO AN INTERNET SHUTDOWN IS TECHNICALLY MISLEADING AND OPERATIONALLY DECEPTIVE*
As Uganda approaches another high-stakes election season, public anxiety about a possible internet shutdown has once again taken centre stage. Against this backdrop, opposition leader Robert Kyagulanyi, popularly known as Bobi Wine, has urged supporters to download an application called BITCHAT, presenting it as a tool that would allow citizens to communicate, organise, and share election materials even if the internet is switched off.
The message has spread rapidly on social media, accompanied by assurances that BITCHAT can connect “thousands of people in record time,” transmit Declaration of Results (DR) forms, and function without phone numbers, email addresses, or internet connectivity. However, a closer technical examination reveals that these claims are highly exaggerated and, in key respects, misleading.
*How BITCHAT Actually Works*
BITCHAT belongs to a class of applications known as Bluetooth mesh or peer-to-peer messaging apps. These platforms do not use mobile data or internet servers. Instead, they rely on short-range Bluetooth connections, allowing phones to exchange messages directly when they are physically close to one another.
For messages to travel beyond a few metres, they must “hop” from one device to another. This means that people themselves become the network infrastructure, acting as relays or “human routers.” Every successful transmission depends on having enough nearby users with Bluetooth switched on, the app running, and sufficient battery power.
*The Limits of Human Relays*
This reliance on human relays is the system’s greatest weakness. In dense, moving crowds—such as concerts, rallies, or tightly packed urban events—Bluetooth mesh apps may function in a limited way. Outside these conditions, the network quickly collapses.
In most real-world settings, particularly in rural areas, residential neighbourhoods, or polling stations where movement is restricted, there are simply not enough users in close proximity to sustain a functioning mesh. Without continuous chains of active devices, messages fail to propagate, stall indefinitely, or never reach their intended recipients.
The idea that such a system could support nationwide coordination during an election, especially under the strained conditions of an internet shutdown, is technically unrealistic.
*The Myth of Mass Communication*
One of the central claims made in the promotion of BITCHAT is its supposed ability to reach “thousands of people” quickly. In practice, Bluetooth has a very limited range, typically measured in tens of metres. Unlike internet-based platforms, there is no broadcasting mechanism, no central server, and no guarantee of delivery.
Messages travel slowly, unpredictably, and only when users physically move in ways that connect separate clusters of phones. Large files, such as photos of DR forms, further strain the system, increasing delays, failures, and the risk of incomplete or corrupted transmissions.
What emerges is not mass communication, but fragmented, localised exchanges with no reliable way to scale.
*Identity, Trust, and Accountability Gaps*
Another feature highlighted by BITCHAT promoters is the absence of phone numbers or email addresses. While this may sound appealing from a privacy perspective, it introduces serious operational problems.
Users generally cannot verify who they are communicating with. Messages are tied to temporary or anonymous device identifiers, not to known individuals, polling agents, or accredited observers. This makes it impossible to establish trust, authenticate sources, or distinguish genuine information from misinformation or deliberate provocation.
In an election environment already vulnerable to rumours and manipulation, such anonymity can undermine, rather than strengthen, accountability.
