Cat abandoned in parking lot of Los Angeles city pound b/c the shelter is refusing intakes of (even stray) animals. A rescuer trying to help the cat was told they need a permit to trap, will not be given a permit, and cannot even provide food or water: https://t.co/vlnelTseyo
