Why would they?
Anti regime Iranians certainly exist in Iran, but any attempt to rise up risks swift elimination by the IRGC, Artesh, and other security forces, or death amid the ongoing heavy bombings.
Those anti regime Iranians will not rise openly unless they have real protection. If the US-Israel joint forces provide full backing, they might protest. Without that guarantee, they won't. And that kind of backing means one thing, boots on the ground....
