The Politics of an #Empty Belly and the #Freedom of the #Kashmiri Vote
PPP’s #Criticism of #Maryam Nawaz Sharif’s electric #bus fleets for Muzaffarabad and Mirpur
PPP AJK’s #criticism of #Maryam Nawaz Sharif’s electric bus fleets for Muzaffarabad and Mirpur is, in my view, #peripheral and #misdirected. To say that buses cannot “fill empty stomachs” is to reduce #public policy to #political rhetoric.
Public transport is a public service: it can lower travel costs, improve mobility and safety, benefit #students, #women and #workers, create #employment opportunities and strengthen #urban connectivity.
Whether these buses represent a genuine public-interest initiative or an attempt to influence voters is for the people to judge.
But demanding Maryam Nawaz Sharif’s disqualification without first establishing a specific violation of election law risks turning the Election Commission into an instrument of political competition rather than an impartial constitutional institution.
PPP has governed AJK repeatedly. If “empty stomachs” are now its measure of political morality, it should also explain what it did during its successive periods in power to address poverty, unemployment and economic hardship and for the #Kashmir #Case.
There is an even greater irony in PPP AJK’s invocation of the “freedom of the Kashmiri vote.” The freedom of that vote cannot be defended selectively.
When the choice of the AJK Prime Minister and key ministers is effectively subject to the approval of party leadership in Pakistan, the Kashmiri electorate is already placed in a subordinate political position. The real defence of the Kashmiri vote must begin with restoring the political agency of the Kashmiri people themselves.
PPP AJK should therefore first perform its constitutional duty towards the Kashmir cause, including compliance with the April 1999 judgment of the AJK High Court in the JKCHR Constitutional Petition, concerning the constitutional responsibilities relating to Kashmir under the AJK Government Act 1970 and the Interim Constitution Act 1974.
It should also give urgent attention to the question of a genuine and comprehensive electoral register. In this regard, PPP AJK should press for the expeditious revival and completion of the work of the Electoral Rolls and Polling Sub-Committee established by the Government of Pakistan in 1949 in connection with the proposed #plebiscite in Jammu and Kashmir.
It should seek the active cooperation of all political parties in Pakistan and mobilise civil society, both within the State and abroad, to advance this essential democratic and constitutional objective.
If PPP AJK genuinely wishes to defend the freedom of the Kashmiri vote, it should not invoke that principle selectively whenever a rival political party gains visibility. It should work to ensure that the Kashmiri electorate possesses a credible, comprehensive and representative electoral register and that its political agency is fully respected.
The people of AJK are capable of distinguishing between a private #bribe offered to purchase a vote and a #public facility provided for collective use. Let them judge the merits of the buses, the performance of governments and the public interest served by Maryam Nawaz Sharif’s gesture.
Election Commission is there to keep an eye.
A more constructive and statesmanlike response from PPP AJK should have been one of "welcome".
That would have been a mature defence of Vote.
The people should not be told that a bus is a bribe simply because it came from Maryam Nawaz Sharif, any more than every development project inaugurated before an election should automatically be labelled vote-buying.
The real test is whether the Kashmiri people themselves are ultimately #free, #informed and #empowered to decide who #governs them.

Political #Connection and the Kashmir #Constituency
The Pakistan Peoples Party (PPP) has long enjoyed a reliable and deeply rooted political constituency in Azad Jammu and Kashmir. It is, therefore, difficult to avoid the impression that Bilawal Bhutto Zardari has not given this important political and historical asset the attention it deserves.
What was inherited as a political advantage appears, at times, to have been treated as something that would remain available without requiring the same degree of political investment, emotional connection, or sustained direct engagement with the people.
Bilawal Bhutto's political addresses in Azad Kashmir have, in my view, #lacked the distinctive sense of empathy and moral urgency once demonstrated by his #mother, Benazir Bhutto, who, while addressing the UN Human Rights Commission, appealed to the world to "open your hearts to the tragedy of Kashmir."
That profound humanitarian appeal reflected a deeper understanding of the pain and aspirations of the Kashmiri people. #By comparison, #Bilawal's public addresses in Azad Kashmir have often sounded more like conventional electoral rhetoric, without that special emotional and human touch that could have strengthened his connection with the people.
The #contrast was particularly noticeable during the visits of #Nawaz Sharif and #Maryam Nawaz Sharif to Muzaffarabad and Mirpur. Their engagement appeared to reach beyond routine politics and touch a deeper sense of identity and belonging.
Nawaz Sharif made a particularly memorable point when he said, in effect, "It is not Kashmore; it is Kashmir. It is not Mirpur Khas; it is Mirpur."His words conveyed an understanding that Kashmir is not merely another electoral constituency but a place with its own history, identity, and emotional significance.
He also embraced the legendary description of the people of Kashmir as "People of Legend"—a phrase that resonated with the dignity and historical consciousness of the Kashmiri people.
Maryam Nawaz Sharif took this sense of personal connection even further. She spoke of her family's Kashmiri roots, referring to her father, mother, paternal grandparents, and maternal grandparents, and declared that she was a Kashmiri by heart, by mind, by intellect, and by spirit.
Whatever one's political assessment may be, this was a powerful way of presenting herself not simply as a visiting politician but as someone claiming a place within the emotional and cultural identity of the people.
Her visit was also accompanied by a tangible #gesture of public service—the provision of two fleets of air-conditioned electric buses for Muzaffarabad and Mirpur. Such initiatives may be viewed as political gestures, but they also #demonstrated preparation, attentiveness, and an understanding that political goodwill is strengthened when words are accompanied by something concrete for the people.
By contrast, #Bilawal Bhutto's visit appeared to rely largely on the familiar language of #electoral politics, without a comparable initiative or a distinctive gesture that could have created a lasting impression.
The Government of #Sindh, with its considerable resources, could perhaps also have considered a #meaningful contribution to the #people and institutions of Azad Jammu and Kashmir.
The broader lesson is that political loyalty cannot be sustained by inheritance alone. A constituency may be historically reliable, but it must still be respected, understood, and continually earned.
Nawaz Sharif and Maryam Nawaz Sharif appeared to recognise this during their #engagement with #Muzaffarabad and #Mirpur.
Their #language, personal #identification with Kashmir, and tangible #gestures created a sense of emotional #connection that went beyond the conventional politics of an election campaign.
For #Bilawal Bhutto and the PPP, the #challenge is not merely to retain a traditional vote bank in Azad Kashmir, but to rediscover the human, historical, and moral connection that once gave the party a special place in the hearts of many Kashmiris.
Bilawal seemed to visit Azad Kashmir as an #overbearing Gulliver, looking down upon it from above; #Maryam, by contrast, entered the State with a personal sense of #kinship and #belonging.
