رفع مصرف لبنان دعوى ضد رجل الأعمال علاء الخواجا، على خلفية صفقة استحواذه على حصة في بنك البحر المتوسط، ويقول المصرف إن الصفقة استفادت من تسهيلات قدّمها، وإن هناك شبهات حول استخدام أموال عائدة إليه لتحقيق منافع خاصة
لكن مصرف لبنان قدّم أيضاً تسهيلات لصفقة شراء ميقاتي حصة في بنك عودة، وهذه الصفقة موضع دعوى أمام النيابة العامة المالية في فرنسا، تتناول شبهات تربّح وتبييض
فلماذا رفع مصرف لبنان دعوى في صفقة الخواجا، ولم يرفع دعوى في صفقة ميقاتي؟
مكافحة الفساد تقتضي تحقيقاً شاملاً، لا مساءلة انتقائية، فقد جرت أكثر من ٣٠ عملية مصرفية شملت الدمج والاستحواذ والإنقاذ وشراء الحصص والرسملة، واستُخدمت فيها أموال من مصرف لبنان
ومن بين الملفات التي تستحق التدقيق التسهيلات والعمليات المرتبطة بـ«إس جي بي إل» / الصحناوي، و«بنك بيبلوس» / باسيل، و«فرنسبنك» / القصار، و«بنك بيروت» / صفير، فضلاً عن «بنك الموارد» / خير الدين
فهل تُفتح هذه الملفات كلها للتحقق مما إذا كانت تنطوي على شبهات؟ إن المحاسبة العادلة يجب أن تشمل الجميع، فلا يجوز الكيل بمكيالين
Banque du Liban filed a lawsuit against businessman Alaa Khawaja over his acquisition of a stake in BankMed, with the central bank saying the deal benefited from facilities it provided and that there are suspicions that funds belonging to it were used to secure private benefits
But Banque du Liban also provided facilities for Mikati’s purchase of a stake in Bank Audi, and that deal is the subject of a case before the financial public prosecutor’s office in France involving suspicions of profiteering and money laundering
So why did Banque du Liban file a lawsuit over the Khawaja deal but not over the Mikati deal?
Fighting corruption requires a comprehensive investigation, not selective accountability, as more than 30 banking transactions involving mergers, acquisitions, rescues, stake purchases, and recapitalizations took place using funds from Banque du Liban
Among the files that warrant scrutiny are the facilities and transactions linked to "SGBL" / Sehnaoui, "Byblos Bank" / Bassil, "Fransabank" / Kassar, "Bank of Beirut" / Sfeir, as well as "Al-Mawarid Bank" / Khair El Din
Will all these files be opened to determine whether they involve suspicious conduct? Fair accountability must apply to everyone, and there can be no double standards
