Translated excerpts from the letter
Dated 5 Marcheshvan 5787, corresponding to October 16, 2026.
Subject: "Harvesting olives in scattered groves in Judea, Samaria and Binyamin."
"The people of Israel have never relinquished their claim to the Land of Israel, as we express every day in our prayers. The Arabs never purchased the land from the people of Israel or from an individual Jew; it is therefore held by them as usurped property. And, as is well known, under halakha, land cannot be acquired through usurpation […]. It follows that they have not acquired it by any means and that it has remained the property of the people of Israel."
"If they have planted trees bearing fruit, such as olives, relinquishment can have legal effect with respect to that fruit. Consequently, if they cannot harvest for security reasons, they are presumed to have relinquished their claim to it; all the more so for olives already harvested."
"Even if we were to concede that they are entitled to some compensation for planting the trees, they have already received more than enough through the fruit they have consumed over all these years […]."
The letter also states that the fruit is exempt from terumot and ma’aserot (religious contributions and tithes).
"Consequently, harvesting olives in the Holy Land is entirely permissible; it even carries additional merit, given the security risks associated with Arabs approaching Jewish communities and settlement outposts."
"Furthermore, Jews are permitted to harvest the olives even in areas far from Jewish communities, in order to publicly demonstrate our ownership of the land; in doing so, we fulfill the commandment to conquer the land.
