#Mbare, #Harare – Matapi Flats Service Users commends ED AID1 for its community-centred approach to the ongoing renovation of Matapi Flats, demonstrated through continued consultation with the City of Harare @cityofharare2 councils and service users.
Yesterday’s engagement between the council officals, ED AID1, and residents was not merely a meeting. It was a practical expression of people-centred governance. It gave residents a voice in decisions that affect their daily lives, restored trust, and reinforced the principle that development must be done with people, not to them.
We commend ED AID1 for listening first and building later. By treating residents as partners rather than passive recipients, ED AID1 has set a strong example for how urban renewal should be conducted in Zimbabwe. This approach gives vulnerable groups women, children, the elderly, persons with disabilities, and the unemployed a seat at the table. It reduces conflict, delays, and costly mistakes. It builds ownership, so renovated blocks are more likely to be maintained. And it restores trust between communities and public institutions.
Continued consultation is not a luxury; it is a necessity. Matapi Flats houses close to 13,000 people. The renovation is a human-centred intervention aimed at restoring dignity after years of blocked sewers, unsafe sanitation, and neglected housing. For the project to succeed, residents must be kept informed about timelines, water disruptions, temporary facilities, and maintenance responsibilities. Continuous two-way communication allows the council and ED AID1 to adjust plans in real time and prevent accidents, health hazards, and frustration.
We also note that the renovation follows a High Court order requiring the City of Harare to refurbish Matapi and other Mbare flats. In this context, consultation is a legal and constitutional obligation. It is how the council demonstrates accountability to the people it serves. Parliament’s Portfolio Committee on Local Government has similarly emphasised that oversight visits are part of accountable and people-centred governance.
ED AID1’s approach also supports its broader mission of strengthening communities through job creation, local economic development, and targeted social support. Consulting with service users helps identify local employment opportunities, understand which social programmes are most needed, and ensure the project preserves Matapi’s cultural significance while modernising it.
Most importantly, this approach advances President Mnangagwa’s vision of leaving no one behind. Under Vision 2030 and the Second Republic, Zimbabwe is striving for inclusive, prosperous, and empowered communities where no one is forgotten. ED AID1’s community-centred model turns that vision into practical action. It embodies the spirit of “Nyika inovakwa nevene vayo / Ilizwe lakhiwa ngabanikazi balo.” It restores dignity, promotes local economic empowerment, strengthens partnership governance, and builds sustainability.
We therefore call on all stakeholders the City of Harare, ED AID1, government departments, and residents to sustain this rhythm of consultation. We urge #EDAID1 to document the lessons from Matapi and replicate this approach in other communities. If this model is maintained, Matapi Flats can become a blueprint for people-centred urban renewal in Zimbabwe.

1. Background and Context
Matapi Flats, located in Harare's Mbare high-density suburb, is one of the city's oldest residential complexes. Built decades ago, the 14 three-storey blocks have suffered from severe overcrowding. Years of neglect led to broken plumbing, collapsing walls, inadequate sanitation, and unsafe electrical wiring, with conditions described by housing advocates as "unfit for human habitation".

· City of Harare: Director of Housing and Community Services Addmore Nhekairo confirmed that the refurbishment aligns with the city's broader urban renewal strategy and the recently completed master plan.
