These are the REAL, CLEAR and NON-NEGOTIABLE 12 demands of RHA for Reforms in the Laws: 1. Establish National Commission for General Category: I) Give same constitutional status and rights as SC/ST/OBC Commission. II) Make provisions for prevention and protection against atrocities on GC citizens. 2. UGC 2026 Rollback: I) Full rollback of UGC 2026 regulations and make the pre-existing guidelines caste-neutral. 3. Move from Caste-Based to Economic-Based Reservation: I) Shift from caste as the basis to income / economic condition as the basis of reservation. 4. One Family One Reservation, One Time: I) To be applied across education, employment or political seats for a single generation. 5. Equal Relaxations for EWS Candidates: I) EWS to have same relaxations as SC/ST (fee, age, attempts, validity, income etc). II) EWS reservation to be given in all vacancies as per Constitution. 6. Reservation Reforms: I) Remove castes neither backward nor low represented; remove non-Hindu castes. II) Implement creamy layer in SC/ST; review & redefine OBC-CL. III) Ensure sub-categorization of SC/ST/OBC reservations. 7. Set Minimum Qualifying Criteria for Each Reserved Category: I) If candidates do not meet the minimum qualifying criteria, transfer seats to the open category. 8. No Discussions on Increasing Reservation or Private Sector Reservations: I) Focus on expanding education, skills and opportunities, not on increasing quotas or mandating reservations in private sector. 9. White Paper on Current Status & Benefits of Reservation: I) Detailed analysis of benefits accrued so far, how many castes added/when/why, how many castes uplifted so far, what is the vision/aim, and how reservation helps in social/economic development. II) Public release of the white paper and open debates on the findings. 10. Periodic Review of Reservation: I) Review the reservation system every 10 years and publish reports publicly for transparency. 11. Sunset Clause for Reservation: I) Every reservation provision must have a sunset clause and continue only if data and evidence clearly prove the need. 12. SC/ST Act Reforms: I) Remove draconian provisions added in 2018 amendment act (no preliminary enquiry, no bail etc). II) Jail term/penalties on fake cases. III) No monetary compensation till case proven in court. IV) Intra-category cases to also be included (SC vs SC, SC vs ST).
