🚨🚨🚨🚨🚨🚨🚨 #NancyGuthrie - The newest video this AM by #MonksIntrigue made me do a deep dive into Arizona's APS Protocols. After doing this research, I now have some MAJOR questions! 🚩🚩 👉 First off, the name on the card lists a "Debra M. - Advanced Investigatior APS" 🚩 Per AZ APS website, an APS ADVANCED INVESTIGATOR (often classified officially as an APS Investigator Specialist III or IV) refers to a high-level, senior professional within Adult Protective Services. These individuals are ONLY tasked with investigating COMPLEX, SEVERE, HIGH-RISK cases involving the ABUSE, NEGLECT, or FINANCIAL EXPLOITATION of vulnerable populations, such as the elderly or adults with mental or physical disabilities. Umm Excuse me? 😵🚩 **************************** Questions that Monks raised: 👉 Why would APS come out for a person that was still missing? No one was there besides law enforcement. 👉 Why would APS come out with PCSD on scene? 👉 Was it really a neighbor that called, as Nanos suggested? (I highly doubt it) 👉 Let's say it was a neighbor - why would they call APS? For what? To report a kidnapping? 🤔 (see bottom of this post for the researched info I found on what APS does & does not respond to) 👉 Was it actually one of her church friends who called APS? Did they have concerns about something that had been going on in Nancy's life & wanted to relay the information now that Nancy had all of a sudden disappeared? But why not tell LE? APS makes no sense UNLESS they had suspicions of abuse. 👉 Also, APS is a very busy government social service; especially in a town with so many elderly. The very first step in an investigation is typically a phone interview with the "victim" and then a home visit IF warranted. 🤔 👉 In an active emergency situation like a kidnapping APS would advise the caller to call 911 as they do not handle missing persons. After doing even more research online about APS protocols, specifically in Arizona, I am 1000% convinced there is more to this story ❗️🚩 👇👇👇👇👇👇👇👇 👉 Does APS come out when a person is reported missing? 🚩 No, Adult Protective Services (APS) does not respond directly to locate a missing person, nor do they deploy field agents for search-and-rescue operations or investigations regarding the cause for the disappearance. 👉 Here is how the roles differ and where APS fits into a missing person case: ✳️ Law Enforcement Leads the Search - 🚩 Reporting a person missing is a police matter. Local law enforcement, sheriff departments, or search-and-rescue teams handle missing person investigations, Silver Alerts, and physical searches. ✳️ When APS Gets Involved: 🚩 APS investigates allegations of abuse, neglect, or financial exploitation involving vulnerable or elderly adults living in a known environment. ✳️ Coordination Between Agencies: 🚩 If law enforcement locates a missing vulnerable adult who appears to have been neglected, exploited, or abandoned—or if a missing person report stems from a compromised or unsafe living environment—police may notify APS to step in and assist with protective services, emergency shelter, or medical evaluations once the individual's safety is secured. 🚩❗️ Initial contact often includes a preliminary PHONE CHECK within 24 hours to assess safety BEFORE the caseworker conducts an in-person visit. Full APS investigations and service plan resolutions typically take between 30 and 45 days to complete.
