Deputies from the Specialized Enforcement Division were attempting to arrest him on a no-bail felony warrant tied to robbery, assault with a semiautomatic firearm, and felon-in-possession charges. They also received reports that morning that he had threatened someone and might be armed.
Three plainclothes deputies in unmarked cars approached him. Body-camera footage shows a deputy ordering him to show his hands; Rabon briefly raised them, then ran. Deputies chased him through the parking lot while yelling “stop reaching.” They said he repeatedly grabbed and manipulated a fanny pack or bag slung across his body. One deputy fired first; Rabon fell. Deputies said he continued reaching toward the bag on the ground, and all three then fired.

The family’s attorney, Dale Galipo, says deputies fired about 20 rounds total, with many or most striking Rabon in the back after he was already face-down with his hands visible at his sides. His mother has said he was hit 11 times in the back.
The lawsuit, filed in late August 2026, alleges excessive force, failure to give timely medical aid, and other civil-rights violations. The California Department of Justice is investigating under AB 1506 because Rabon was unarmed.
