More and more cities dumping Flock. Are they dumping mass surveillance or UPGRADING it to Axon?
Did a LOT of research into what’s happening with the “Dump Flock” movement and the accelerating switch to Axon. Lots of facts & numbers below.
HOW AXON GOT HERE
That company our cops bought TASERs & body cams from for decades has morphed into an enormous integrated police-tech ecosystem:. Examples: street surveillance. ALPR. Private CCTV integration. Drones. 911. Cop GPS. Body cams. Dash cams. TASERs. Evidence cloud. AI analysis. AI-written police-report drafts. Records. Increasingly one company connecting the whole trip from 911 call to courtroom. And the ability to tie everything to everything in the entire process via AI.
1993: AIR TASER founded by Rick & Tom Smith to commercialize a non-firearm redesign of Jack Cover’s TASER. 1ST AIR TASER: 1994.
2008: 1ST major expansion beyond TASERs. Axon Pro body cam+digital evidence software. Cameras become data. Data becomes the business.
2013–23: Axon becomes a whole ecosystem. Cloud evidence. Ever-more-sophisticated body cams. In-cop-car cams. Automatic voice recognition transcription. Records management. ALPR. Real-time operations. Axon can now enter the chain before a cop is dispatched and remain in it through response, surveillance, evidence, investigation, AI report drafting, records & court. Axon coined the corporate scripture of “call to Closure” to describe this process. Total police state closure.
WHAT AXON CAN ACTUALLY SURVEIL NOW
Fixed ALPR. Mobile ALPR built into patrol cars. Body cams. In-car video. City CCTV. Transit CCTV.

And they have a killer new ALPR package. "Fleet 3" turns the patrol fleet into roaming plate readers. Cops don’t need fixed Flocks on their goofy lampposts anymore. It can be accessed but cops are getting busted all day long for channeling the system from outside. No more embarrassed cops with a fully integrated Axon ecosystem.

Durango, CO: no more Flock. Switching ALPR to Axon. Previously access to 21 Flock cams. Chief specifically cited integration with Axon body cams + in-car systems already in use.
Pasco County, FL: sheriff replacing Flock with Axon. Explicit reason: already uses Axon body cams, TASERs & evidence management. Now integrate ALPR into the existing Axon system.
Abington Township, PA: commissioners considered a 5-year Axon agreement to replace Flock with Axon cameras + ALPR.
Moorhead, MN: 7 Flock Falcons. Now testing Axon Outpost + Lightpost + Vehicle Intelligence. Proposed 5-year package: about $136K. City hasn’t approved the switch yet. Cops want it.
Boston, MA: stopped using Flock. Did NOT stop ALPR. Moved to pilots involving Motorola & Axon.
The list keeps growing.
Some communities under public pressure really ARE dismantling ALPR surveillance. For now. Others are dumping one surveillance vendor and shopping for a more invasive one.
Watch the language.
“WE GOT RID OF FLOCK” DOES NOT MEAN “WE GOT RID OF ALPR.”
And watch your police chief. If the chief is publicly celebrating the end of Flock, find the procurement documents online. Find out what the department is asking the city to buy next. Cops don’t give up their toys unless they get shinier newer ones.
Axon has an enormous advantage. Departments already love its gear. Many already live inside its ecosystem.

Axon itself calls what it is building the “largest global ecosystem of connected public safety devices and services.” Believe them when they threaten that.
We must start paying very close attention to exactly what our cities are buying.
AXON BEHIND THE WALLS
Axon now markets an integrated corrections ecosystem for jails & prisons: body cams. TASER 10. Fusus. Facility cameras & sensors. AI monitoring. Drones. Perimeter surveillance. Cell extractions. Prisoner transport. Federal corrections too. And in July 2026, ICE awarded Axon a $13.1M sole-source body-camera order for its Office of Firearms & Tactical Programs. US Senator Bernie Sanders will soon introduce a bill to completely ban Flock cameras.
