The world is watching Namibia. To be more specific, the energy world is watching. Namibia was a blast. Thank you, Ndapwilapo Selma Shimutwikeni, for putting up another amazing Namibia International Energy Conference . So much enthusiasm. Travis Smithard and Rhino Resources Ltd announced their discovery during the conference. I am bullish about them. They are going to produce fast. The energy industry is bullish about #Namibia and am confident a lot of good things will come from the country. There is hope and a new leader that is going to carry the country to the future. As the global energy landscape continues to shift and the stakes for both families and communities grow higher, our energy poverty numbers continue to increase in Africa, our work must evolve to meet today’s moment — with new strategy, and a renewed dedication to the people and communities who make up our coalition. It is a Namibian coalition. Local Content legislation is a must. Without local content, integrated fear for Namibians. Namibia must produce every drop of oil and gas you can fine and better the life of your people. So #DrillBabyDrill Now is the time for Namibia’s leadership to show it respects the billions of dollars companies spend on oil and gas production. One of the most practical ways for Namibia to do that is to update its petroleum contracts: They need language that protects oil and gas companies’ investments. Namibia’s contracts should include what’s known as a fiscal stability clause, which would clearly state that if Namibia were to make legislative or regulatory changes — such as new tax requirements — the energy companies signing the contract would be protected from negative economic impacts. For Namibia, a newcomer to oil and gas deals, adding a fiscal stability clause to petroleum contracts will be key to retaining the energy industry’s intense interest. Guaranteeing oil and gas companies’ investments is hardly a new or radical measure. Fiscal stability clauses are common practice and in place in such countries as Guyana, #Mozambique, #Mexico, and #Angola. While I cannot produce a study that proves that these countries have attracted more investment as a result of their clauses, I do know this: When a developing country fails to offer the clauses, they’re giving oil and gas companies reason to limit investments there. Look, I believe our industry is going to win the race to improve lives. We might not win everyday but we are going to win in the end for Namibians and Africans. But if we do our jobs right, if we make bold investments, we will start turning the tide and go from energy poverty to energy additions. We have an obligation to work together to build lasting trust, support the country’s leadership, and expand the promise of energy — for everyone, everywhere.
