The law on the restoration of nature passes, but its application dead-ends remain !
This morning, the Environment @EUCouncil voted to approve the #NatureRestauration law, with the slimmest majority possible, and one which was defined by the individual voices of ministers and not the positions of national governments!
This course, deriving from a flawed proposal, will cause legal battles at regional, national, and 🇪🇺 levels, with the future unclear as to how or when this law will be implemented.
From the beginning, this file has been contentious with a full rejection from the @Europarl_EN Committees for Fisheries, Agriculture, and Environment successively; as well as a General Approach position wherein the Presidency country who wrote it, voted to reject.
Political rhetoric aside, the question of the lack of clear and consistent funding for ecosystem restoration across the EU remains unanswered partly explaining the great embarrassment and headlong rush that surrounds this law. In this regard, we missed this morning the only chance to make this text implementable and acceptable on the ground. A second reading could have made this law more realistic!
This comes just weeks after the #euelections2024, in which agriculture played a particular role in the discussion, this will be the first sign to farmers and forest-owners of the intentions of their national governments and the next Commission.

Ce matin, l'Environnement @EUCouncil a voté en faveur de la loi #NatureRestauration , avec la majorité la plus faible possible et définie par les voix individuelles des ministres et non par les positions des gouvernements nationaux !
Cette décision, issue d'une proposition erronée, provoquera des batailles juridiques aux niveaux régional, national et 🇪🇺 , l'avenir étant incertain quant à la manière et au moment où cette loi sera mise en œuvre.
Dès le début, ce dossier a été controversé avec un rejet total de la part des @Europarl_EN commissions de la pêche, de l'agriculture et de l'environnement successivement ; ainsi qu'une position d'orientation générale dans laquelle le pays de la présidence qui l'a rédigé a voté pour le rejet.
La rhétorique politique mise à part, la question du manque de financement clair et cohérent pour la restauration des écosystèmes dans l’ensemble de l’UE reste sans réponse, expliquant en partie le grand embarras et la fuite en avant qui entourent cette loi. À cet égard, nous avons raté ce matin la seule chance de rendre ce texte applicable et acceptable sur le terrain. Une seconde lecture aurait pu rendre cette loi plus réaliste !
Cela survient quelques semaines seulement après le #euelections2024 , au cours duquel l'agriculture a joué un rôle particulier dans le débat. Ce sera le premier signe pour les agriculteurs et les propriétaires forestiers des intentions de leurs gouvernements nationaux et de la prochaine Commission.

They won't have to do the same efforts as less green ones

The @EPP positioning on #NatureRestauration has set back the notion of cross-border manifestos for #EP2024.
Member States just adopted their position on the 🇪🇺law on nature restoration. This is a victory for the Green Deal and a stinging defeat for Mr Weber: 4 EPP ministers out of 7 and 6 governments including the EPP out of 9 supported this text! #RestoreNature
