when sending papers out, be honest with yourselves: only send work you'd be surprised if it wasn't accepted!
e.g. for #NeurIPS2019 i had 6 abstract submissions in the system, but ultimately withdrew *all* of them before paper deadline.
eventually all got published at major confs.

Nearly two years after #NeurIPS2019, I am thrilled to attend a physical conference again. We are at #RecSys2021 in Amsterdam this week with colleagues from @researchdeezer!
Framed it like this, it seems pretty clear to me that #NeurIPS2019 *did* have a free-rider problem. 75% + 25%*30% = 82.5% of people who submitted did not review for the conference. Roughly means that a reviewer would have to 5x their own reviews induced for us to break even

Most people who *declined to review* didn't submit. But there are many who submitted and did not review? Is that not a free-rider problem?
Some #NeurIPS2019 details I found interesting:
-Only 1/4 submitting authors were on the reviewer invite list. Were others not qualified (e.g., too new to the field) or missed?
-~100 individuals declined to review, but submitted 5+ papers 4/n
How can the following be simultaneously true in ML?
1. People are overloaded with too much reviewing
2. We have a deficit of qualified reviewers
