Evidence shows that protecting rights leads to stronger HIV outcomes.
Yet we are seeing rising criminalisation, shrinking civic space and growing pressure on communities most affected by HIV.
These trends undermine access to services and put progress at risk.

The global HIV response was built on solidarity and international cooperation. It has saved millions of lives. Today, 32.1 million of the world's 40 million people living with HIV are on treatment and living long, healthy lives.
But that progress is under strain.

An overwhelming majority of Member States renewed their commitment in a new Political Declaration last week, pointing the way to end AIDS by 2030.
149 Member States voted to adopt the new Political Declaration, with new 2030 targets aligned with the Global AIDS Strategy 2026–2031 approved by the PCB in December 2025.
This promising outcome proves that even in a complex global political context, @UNAIDS has the unique power to unite the world behind a shared vision to advance new targets and commitments to the 2030 SDG target.
