#PGRR145 is approved. The Batch Zero @ERCOT_ISO framework is formalized, allowing them to continue on as planned. To the extent last-minute protests are being considered, the one that is definitely getting resolved is the affiliates issue raised by #cyrusone. PGRR145 establishes an eligibility framework keyed to maturity criteria on the interconnecting entity, satisfied through attestation. Several commenters had sought clarification on whether an entity may rely on an affiliate to meet those criteria. CyrusOne led that commenting cycle, along with @CrusoeAI .
ERCOT's position was that the requested clarification is reasonable and would not impair its ability to administer the process, and that ERCOT plans to implement PGRR145 to allow reliance on affiliates. To do so, ERCOT said it needs bright-line criteria to confirm that a claimed affiliate is in fact the entity's affiliate, and that it intends to apply the definition in 16 Texas Administrative Code § 25.5(3)(A)–(E) — a provision written for public utilities, but one ERCOT would apply here regardless of whether the entity is itself affiliated. A commissioner confirmed the citation on the record.

Anyway, a #DER #aggregation needs its own composite nodal shift factor, calculated as the weighted average of the shift factors of the electrical locations where its controllable MW actually sits. The weight should reflect the aggregate’s real dispatchable capability or telemetry by location, not merely the broad load-zone load distribution.
Aggregate DER dispatch should not be priced or dispatched using a crude load-zone average if the DER fleet is concentrated at specific electrical locations. This is important because as ADER grows (it will), we will need to consider concentration effects.
In the example:
Whole load-zone SF: -0.012
DER aggregate A+C SF: +0.15
DER aggregate A+B SF: +0.133
That means the DER aggregate can have a materially different and even opposite congestion relationship from the load zone as a whole.
DER exports versus imports:
For transmission congestion purposes, a DER export and a load reduction are both a net injection relative to baseline at that electrical location.
So if a device moves from importing 5 kW to exporting 5 kW, that is not merely a 5 kW change. It is a 10 kW swing in net injection at that node.
The congestion impact is approximately:
ΔFlow=SFlocation×ΔMW\Delta Flow = SF_{location} \times \Delta MWΔFlow=SFlocation×ΔMW
For an aggregate:
ΔFlowX=SFX×ΔMWX\Delta Flow_X = SF_X \times \Delta MW_XΔFlowX=SFX×ΔMWX
So the aggregate shift factor tells the grid operator whether moving that fleet up or down helps or hurts a binding transmission constraint.
The sign convention needs to be locked carefully, but conceptually:
If DER injection at that location relieves the constraint, SCED should value/export-enable it.
If DER injection worsens the constraint, SCED should curtail or dispatch it downward.
If the fleet is charging or increasing load, the congestion effect reverses.
