The government’s much-touted Electronic Public Procurement and Disposal System (EPADS) 2.0 is facing growing questions over its ability to meet the practical requirements of public-sector procurement, with the Pakistan Institute of Medical Sciences (PIMS) flagging a series of technical and procedural shortcomings that it says are disrupting the procurement process.
Instead of simplifying procurement and improving transparency, the issues identified by PIMS indicate that the new system is creating additional complications for procuring agencies, bidders, evaluation committees and grievance-redressal bodies.
The concerns assume greater significance at PIMS, one of the country’s major public-sector hospitals, where delays or errors in procurement can affect the timely availability of medicines, medical supplies, equipment and essential services.
PIMS entered 472 drug and medicine items into EPADS 2.0, but the items do not appear in the Standard Bidding Documents downloaded from the system.
PIMS has sought resolution of the issue before publication of the prequalification advertisement, as proceeding without the complete list of medicines could leave prospective bidders without adequate information about the scope and requirements of the procurement.
