Most of this is thanks to "High CSR Silver" plans (which I think should be called #SecretPlatinum). Some of it is thanks to state-based subsidies. And a lot of it is thanks to states which have instituted robust #PremiumAlignment pricing policies.
...it's ALSO thanks to some (but not all yet, unfortunately) states properly using #PremiumAlignment.

Some reasons for higher ACA enrollment:
Continuing effects of improved affordability from enhanced premium subsidies.
People getting dropped from Medicaid as pandemic enrollment protections unwind.
Outreach from community navigators and brokers.
4. The implementation of strict #PremiumAlignment in Texas helped add ~570K enrollees to the #ACA total this year; I suspect there's still room for further growth on that front (perhaps up to ~100K more?)

--Between 27 - 32% of exchange enrollees earn more than 250% FPL...but only 12% selected Gold plans. Many/most of those over 250% FPL probably should've gone for Gold in states with strict #PremiumAlignment, but that gets...complicated, so I can't blame them too much.
📣 More takeaways:
--Texas exchange QHP enrollment is up a stunning 31%.
Part of this is because they haven't expanded Medicaid, but much is also thanks to their new #PremiumAlignment requirement
--MS, SC, TN & GA also saw QHP enrollment increase by 25% or more
