Intelligence structures under his leadership of identifying opponents for arrest or elimination, facilitating operations involving civilian massacres, enforced disappearances, targeted assassinations, unlawful detentions, attacks on refugees, and the killings of humanitarian workers. In 2008, Spanish investigating judges indicted #KarenziKarake alongside other senior #RPF officers over the war crimes, crimes against humanity, and other serious violations committed during and after Rwanda's conflict. In 2015, he was arrested in London on Spain's extradition request before British courts declined extradition, leaving untested at trial. Human rights organizations have also linked institutions he led to torture, secret detention facilities, political repression, surveillance of dissidents, intimidation, and enforced disappearances. #MillenZMovementRw✊
