The Quota System in Pakistan & MQM’s dishonest attacks on Bhutto.
“The #Quotasystem was introduced in 1948 in Pakistan to regulate the representation of different regions and provinces in civil and defence services and continued to be modified and extended periodically. It was further rationalised and made part of the 1973 Constitution for only 10 years. The system was extended for another 10 years in 1985 and further 20 years in 1999.
But prior to the creation of Pakistan, Quota system not only existed in Pakistan before #partition but it was also enforced by many other countries prior to 1940s. When #MA Jinnah demanded for separate electorate for hindus & muslims of india he also demanded certain portion of reserved seats in Parliament as well as in employment & education.
Out 14 points of Quaid e Azam, five points directly emphasized upon quotas & seat reservations. Once Pakistan came into being he abolished this system. But later on #LiaqautAliKhan the then Prime minister of Pakistan decided to enforce it again in 1951 particularly to favour immigrants coming from India to Pakistan. And also, for must of the people knowledge this point must be noted that Sindhis & Bengalis protested most against this act. However, in the same year he made some changes and enforced it again.
After his murder things went out of control in Pakistan and ultimately #Ayub Khan took over the country. He kept this law unchanged till 1967 when bengalis revolted. After Ayub's resignation, during era of Dictator Yahya #ethnic conflict erupted in Sindh this conflict was trilateral Sindhi-Pashtun-Urdu speaking. Ayub invited Pashtun settlers from all over Pakistan, this also had impacted on Sindh's demographics. This conflict became violent and soon turned into a bloody one. Moreover, the then Governor/Marshall law administrator #GeneralRukhman Gul (who himself was a pashtun) advised Gen. Yahya to impose curfew in urban areas of Sindh and later came in with solution to divide Sindh in urban & rural categories to ensure some suitable division of resources.
In 1973 after debacle of #Dhakka, Bhutto never wanted to involve himself in further controversies of ethnism he carried on with same law with formula of distribution on proportion of population. Initially this system was applied to only 100 seats. Till here, it is evident that Bhutto did not introduce this system neither he enforced it rather he wished to continued it because it's abrogation might have triggered new conflict in Sindh that being Sindhi PM he is favouring his ethnic group. This system was meant to remain enforced for 10 years only. After toppling of Bhutto and his Judicial murder #GenZiaulHaq made many amendments in the law. He extended this system to all federal & provincial jobs appointment, he reserved 2% seats for army in civil bureaucracy. He extended this system to educational institutes as well. In 1998 there was #Nawaz government in power supposedly very close to MQM with 2/3 majority and 25 years has been passed yet Mian Nawaz Sharif extended this system for further 15 years and after 15 years in 2014 it was happened to be Nawaz regime yet he further extended it.
More than that, recently Imran khan #PTIGovernment who happens to be ally of #MQM has further extended this system for the unkown period yet neither self proclaimed representative of Karachi and #Urdu speaking Sindhis protested against it nor it's Ex-supporters and now apologists rail against PTI Government just as they lambast Bhutto and PPP for this system.
So, what to say now who is culprit and who is mere accused. I think it is enough to stop slandering PPP & Bhutto and if students from urban areas having better credentials and educated from high-fi institutes are failing to qualify for civil superior examination they are to blame most instead of anything else.”
