Tripoli’s current showdown pits PM Dabaiba & his top brigades against #Radaa in a high-stakes contest for Mitiga airport and other strategic assets.
On Tuesday the head of Turkish intelligence visited in person, and talked to every leader. Yesterday Mohammed al-Menfi, president of the Presidency Council, stepped in—without the assent of his two colleagues.
Following these mediation efforts, we have seen an avalanche of very reassuring words but no substantive, tangible de-escalation path. No clear quid pro quo.
Prime Minister Dabaiba is projecting much raw confidence this week. He comes across as energetic and speaks of renewal, signals that he is still at the beginning of his reign and will not be discouraged. Expressed in a much more polite fashion, Dabaiba’s message essentially echoes the advice he issued on April 8: anyone who resists, “we will break his legs.” Eager to be respected, the PM seeks to assert his authority on the entire capital; and to that end, he’s now ready to utilize tools he did not use during his first years in office.
His mention of “the human rights of prisoners” follows a decade-old script: every mortal enemy of Radaa tends to allude to its large prison. Radaa is unlikely to give it up. Meanwhile, the long-standing feud between Brigade 444 commander Mahmud Hamza and Radaa—first on display in August 2023—still burns. Hamza wants Mitiga—an asset “worth ten ministries” as they say in Suq al-Jumaa—and Radaa is unlikely to surrender it. Nor will it hand over judicial-police chief Usama Najim al-Masri.
I don’t see any workable concession being put on the table by anyone.
On May 13, Radaa attacked Brigade 444 first, but that element of surprise has been lost now. The Dabaiba camp can position Misrata units east of Radaa and tighten its western flank, slowly encircling the target. Mid-May didn’t go well but the temptation to destroy Radaa is still here, and time favors the #besieger.
Feel-good statements circulating over the past 24 hours are hollow. No device has surfaced to avert a direct clash. Radaa knows this is an existential fight; its commanders will fight to the last.
Diplomacy might be failing in full view.
