The federal Employment Equity Act names exactly four “designated groups.” Those are the only groups the Act requires employers to measure, report on, and take “special measures” to increase. 
Purpose (s. 2)
The Act’s purpose is to correct disadvantage in employment experienced by:
• women
• Aboriginal peoples
• persons with disabilities
• members of visible minorities
by requiring “special measures and the accommodation of differences,” not just treating people the same. 
Designated groups (s. 3)
“designated groups means women, Aboriginal peoples, persons with disabilities and members of visible minorities.”
The Act then defines two of those categories by race/colour:
• Aboriginal peoples — Indians, Inuit or Métis
• members of visible minorities — “persons, other than Aboriginal peoples, who are non-Caucasian in race or non-white in colour” 
Who is left out
A person is not in a designated group unless they are at least one of:
1. a woman
2. Indigenous (Indian, Inuit or Métis)
3. a person with a disability (as defined in the Act)
4. non-Caucasian / non-white
An able-bodied white man is none of those four. He is the residual category the Act does not target for special measures.
A white woman is designated (women). A disabled white man is designated (disability). An Indigenous man is designated. The only group the statute does not list for those measures is able-bodied white men.
What employers must do
Covered employers must analyse their workforce for underrepresentation of those four groups and prepare an employment equity plan with positive policies for hiring, training, promotion and retention of people in those groups. @j3schneider3 @colleen_torp1 @MarkCarneyEgo
