Historical Revisionism as a Pretext for Irredentism: A Rebuttal to Ethiopia’s Foreign Minister

Foreign Minister Gedion Timothewos’s 14th November, 2025, address at the Foreign Policy Forum, masquerading as a nuanced historical analysis, is in fact a carefully constructed piece of political stunt. It attempts to weave a new, sticking narrative for Ethiopia by falsifying history, twisting facts, and challenging the very legal foundations of present-day African states.
The Minister, a student of law, engages in a selective reading of history and international agreements, ultimately unveiling a new doctrine predicated on his country’s territorial ambition. This requires a firm, point-by-point deconstruction.
1. The Grand Fabrication about #Eritrea’s Independence
The Foreign Minister attempts to frame Eritrea’s journey to sovereignty as a capricious act of “secession” from an organic union, minimizing Ethiopia’s annexation as a “willful unification” of a “consensual federation.” This is a gross misrepresentation that undermines international law and historical facts.
Eritrea’s relationship with Ethiopia began as a forced federation in 1952, mandated by UN Resolution 390 A(V) to appease Cold War interests. Ethiopia systematically dismantled the federal arrangements before outright illegally annexing Eritrea in 1962, a clear breach of the federal act. The subsequent 30-year liberation war was not, as the FM claims, an “epic civil war,” but a legitimate struggle for self-determination by an occupied and oppressed people against an occupier.
To characterize the sacrifice of over 65,000 Eritrean martyrs and thousands of disabled freedom fighters as merely the result of an internal “civil war” is a profound act of historical injustice. It not only dishonors the memory of the Eritrean liberation struggle but also shows a remarkable willingness to appear oblivious to the immense price paid by the Ethiopian conscripts ordered to fight a pointless war by their former leaders.
2. The Algiers Agreement and Selective Adherence to Law
The Minister, a jurist, selectively cited the Eritrea-Ethiopia Claims Commission (EECC) finding regarding the initial start of the 1998-2000 war. He conveniently omits the foundational context: the comprehensive peace settlement achieved through the Algiers Agreement.
The Agreement called for the creation of three bodies: i) The Boundary Commission; ii) the Claims Commission; iii) Independent investigative body. The first two of were established, while the third investigative body which was intended to investigate “events of May 6, 1998, and earlier incidents” wasn’t established; hence the orgin of the 1998-2000 hasn’t been fully investigated by an impartial independent body. The EECC and the Eritrea-Ethiopia Boundary Commission (EEBC) gave their verdicts. While Eritrea accepted both commissions’ binding and final verdicts, Ethiopia, for nearly two decades, refused to implement the EEBC ruling, which awarded the crucial flashpoint, Badme, to Eritrea.
The core of the “no-peace, no-war” limbo that lasted 18 years was not Eritrea’s intransigence, but Ethiopia’s obstructionism and its explicit failure to comply with the legal demarcation of the internationally recognized border. By rejecting the territorial award, Ethiopia signaled a profound disregard for the rule of law and the principle of uti possidetis—the very foundation of stable African state boundaries.
3. Sanctions, Sovereignty, and Paternalism
The FM proudly stated that Ethiopia “took it upon itself to rehabilitate Eritrea’s international standing” and advocated for lifting sanctions. This self-serving narrative exposes a deeper, paternalistic attitude towards a sovereign nation.
The question must be asked: why was Eritrea sanctioned and “isolated” in the first place? The imposition of sanctions was never purely about Eritrea’s actions, but largely to appease Ethiopia’s ruling coalition at the time, under the pretext of maintaining Ethiopia’s unity and security. Eritrea was effectively treated as a pawn of foreign interests, with its sovereignty conditionally compromised to satisfy Addis Ababa.
For Ethiopia to now claim credit for “rehabilitating” Eritrea implies that Eritrea is its foster child whose standing is contingent upon Ethiopia’s approval. A sovereign nation does not require its neighbor to act as its advocate. The sanctions and their lifting were both exercises in the same flawed logic, demonstrating that Ethiopia’s governing political class struggles to accept Eritrea as an independent sovereign entity.
4. Admission of Maritime Irredentism
Perhaps the most revealing moment of the Minister’s speech was his historical qualification: “in 1998,..., the government of the day in Addis Ababa had no maritime ambitions.”
This historical footnote serves as a vivid, unintended admission that the current tension is, in fact, driven by a fundamental shift in Ethiopian policy toward maritime ambitions that the previous government categorically renounced. States do not make peace to satisfy the unfounded territorial ambitions of one state over the sovereign integrity of another. The economic necessity of access to the sea, as outlined by the FM, cannot translate into a zero-sum claim over Eritrean territory. This newly expressed ambition, manufactured and pushed to deflect the leadership’s domestic ills, is the sole source of the current tension, placing Ethiopia’s leadership in direct opposition to the UN Charter and the principle of non-aggression.
5. Misdiagnosis of Tension: The Denial of Reality
In listing his five factors for chronic tension, the FM relies heavily on the discredited analysis of proponents of Ethiopian expansionism, choosing to ignore Ethiopia’s own severe internal (ethnic and tribal) fractures and political instability.
A. The “Body Politic” Fantasy
The claim that the Government of Eritrea desires “a sovereign state and to be part of the Ethiopian body politic at the same time” is a fantasy born from the Ethiopian elite’s inability to accept reality. The last desire of the Eritrean government and its people is to be tethered to a neighbor deeply indebted, whose internal house is perpetually ablaze, and whose political landscape is defined by fragmentation. The Ethiopian ruling class needs to wake from their irredentist dream of a Red Sea they never owned.
Furthermore, this fantasy conveniently ignores Eritrea’s consistent commitment to regional stability. As recently as 2018, when Ethiopia’s current Prime Minister pleaded with President Isaias Afwerki to leverage Assab to deny Djibouti income, President Isaias refused to be part of any zero-sum economic game. Eritrea’s commitment to Ethiopian unity is on record; its refusal to be used as a Trojan horse against its neighbor is a historical fact.
B. The True Strength of the Eritrean State
The insinuation that Eritrea ignores its people’s standard of living is easily refuted by the nation’s success on internationally recognized social indices. When judged by the UN’s Sustainable Development Goals (SDG) benchmarks, Eritrea shows unmatched progress in health, education, and social protection. One must ask: How is life expectancy higher in Eritrea compared to Ethiopia? What percentage of Ethiopia’s people are dependent on handouts versus that of Eritrea? What does the records show on Eritrea’s implementation of its social justice and self-reliance principles? How about Ethiopia?
The FM subtly exposes his fear of Eritrea’s effective state architecture. Eritrea’s strength is not measured by the number of debt-laden skyscrapers but by the sense of common purpose and shared nationhood it has forged—a strong state architecture based on citizenship and social justice. This enables its resilience against enemies, both near and far, a lesson Ethiopia’s past and current leaders have conspicuously failed to learn.
A Pretext for Aggression
Foreign Minister Gedion’s speech is not an exercise in policy sharing; it is an explicit justification for a new era of regional instability driven by Ethiopia’s new maritime ambitions. By employing historical revisionism, selective legal adherence, and a paternalistic view of sovereignty, the FM attempts to manufacture a false narrative of Eritrean aggression to serve as a pretext for future action.
This dangerous rhetoric jeopardizes not only the fragile peace between Eritrea and Ethiopia but also the collective security of the Horn of Africa. The international community, particularly the African Union, must recognize this discourse for what it is: a strategic revision of history to mask territorial designs that threaten to overturn the hard-won principles of continental peace.
