The wheels of justice in our country turn painfully too slow. And when justice is delayed, it is the Filipino people who suffer. Imagine: in 2025, the government has allocated zero subsidy for PhilHealth—at a time when oil prices are soaring, inflation is crushing families, and crises beyond our control threaten our survival.
This is more dangerous than COVID-19. During the pandemic, we had control—we could impose lockdowns, procure vaccines, mobilize health workers. But today, we face forces we cannot control: global wars, oil shocks, and geopolitical turmoil. What we can control, however, is our commitment to protect our people. Yet Congress has chosen to abandon that duty.
The Supreme Court’s consolidation of petitions is a recognition of the gravity of this betrayal. But justice delayed is justice denied. Every day without subsidy means indigent families, senior citizens, persons with disabilities, and vulnerable Filipinos are stripped of their right to health. This is not governance—it is punishment of the people.
The Constitution guarantees health as a fundamental right. The Universal Health Care Act and the Sin Tax Law mandate government support for PhilHealth premiums. To defund PhilHealth is to defund the Filipino. It sets a dangerous precedent that undermines trust, equity, and the very soul of universal healthcare.
We must act now. Bayan muna. The health of the people is the highest law. The State must restore funding, honor its obligations, and protect the dignity of every Filipino. Anything less is a betrayal of public trust.

In the annals of Philippine public service, few figures have embodied moral courage as fiercely as Gina Lopez, former Secretary of the Department of Environment and Natural Resources (DENR).
Appointed in 2016, Lopez dared to challenge entrenched interests, ordering the closure of 23 mining operations and the suspension of five others for environmental violations. Her actions were not impulsive—they were rooted in a vision of ecological justice and a deep love for the Filipino people, especially the poor who suffer most from environmental degradation.
But in May 2017, the Commission on Appointments (CA) rejected her confirmation. The official reasons cited concerns about her competence and her bold decisions against mining firms. Yet many saw through the veil: her ouster was widely believed to be orchestrated by powerful business interests threatened by her uncompromising stance.
Lopez once warned, “Nature will fight back if we abuse it.” Today, as typhoons grow stronger and communities collapse under the weight of floods and landslides, her words echo with painful clarity. Her rejection was not just a political maneuver—it was a moral indictment of a system that too often prioritizes profit over people.
To invoke her legacy is to ask:
Who suffers when we kill the environment? The poor.
Whose duty is it to protect them? The government.
And when decisions are made to appease oligarchs and corporations, we lose not just credibility—we lose our moral ascendancy.
Gina Lopez was not perfect, but she was principled. She did not serve to please; she served to protect. Her story is a reminder that patriotism is not measured by tenure, but by the courage to speak truth to power—even when it costs you everything.
Today, as floods drown cities and landslides bury lives, we are reminded of what we lost—not just a Cabinet secretary, but a moral compass. That is why I fully support Senate Minority Leader Vicente Sotto III’s call for mandatory random drug testing for all Senate officials and employees. His appeal, made in light of recent reports of alleged marijuana use within the Senate premises, is not merely procedural—it is a moral necessity.
As Sotto rightly emphasized, this measure is essential to ensure that “morale, efficiency, integrity, responsiveness, progressiveness, and courtesy shall be observed in the civil service” .
These are not just words—they are the pillars of public trust.
The Senate must be a bastion of order, integrity, and justice. It must be a reverent institution once again—one that commands respect not only through its laws, but through the conduct of those who serve within its halls.
This is not about punishment. It is about protection—of the institution, of its credibility, and of the people it serves.
Let this be a moment of reflection for all public servants:
Are we living up to the standards we set for others?
Are we worthy of the trust placed in us by the Filipino people?
The path to reform begins with accountability. And accountability begins with transparency.
I call on Senate President Francis Escudero to act decisively. Let the Senate lead by example. Let it show the nation that integrity is not negotiable.
