Introducing the CAPT Act - The Congressional Accountability and Public Trust Act
Congress works for you. Right now, too much of it works for themselves.
Today I'm proud to introduce the Congressional Accountability and Public Trust Act - a comprehensive reform bill to restore honesty, accountability, and public trust to the United States Congress.
Here's what it does:
TERM LIMITS No more career politicians. The CAPT Act proposes a constitutional amendment capping service at 3 terms in the House and 2 terms in the Senate - with no grandfather clause. If it's good enough for the President, it's good enough for Congress.
LOBBYING REFORM A 5-year post-service lobbying ban for Members of Congress. A lifetime ban on lobbying any issue they directly voted on. And a 10-year ban on representing foreign governments. The revolving door stops here.
STOCK BAN Members of Congress and their staff shall not buy or sell individual stocks while in office - period. Violations carry criminal penalties up to 5 years in prison. No more trading on information the American people don't have.
BUDGET ACCOUNTABILITY No budget, no paycheck. Members of Congress will have their salaries suspended and permanently forfeited during any government shutdown. Miss the budget deadline? Take a 10% pay cut - and it compounds every year they fail.
ACCOUNTABILITY & TRANSPARENCY Members must be physically present a minimum of 200 days per year. Miss too many votes without a verified excuse - lose your salary. All attendance records, lobbying contacts, and financial disclosures published online for every American to see. Whistleblowers who report corruption ARE protected by law.
The American people deserve a Congress that shows up, plays by the rules, and puts this country first.
This bill is for the American people - not for lobbyists, not for Wall Street, and not for a permanent political class.
Proud to be joined by @MikeFoley4REAL CD-6 and @MorlanOliver CD-1
@MarkAmodeiNV2 #RepFitzpatrick @NMalliotakis #RepTurner enjoy your days at the capital- keep pretending to be a representative while we make certain your days are numbered.
These are the Republicans who voted against the DOGE cuts.
Kim lives in a close-knit, rural community. She is happy for the local farmers who will benefit from the climate investments in the #InflationReductionAct but she questions why and how #RepFitzpatrick voted against them & against feeding her community. #FitzpatrickFailedUs #PA01
β #RepFitzpatrick voted against my family!
β #RepFitzpatrick voted against my US Army veteran dad!
β #RepFitzpatrick voted against your family!
β #RepFitzpatrick voted against our children!
β #RepFitzpatrick voted against our farmers! #InflationReductionAct @RedWineBlueUSA
Hardworking Americans deserve a good life. The #InflationReductionAct will help older adults live w/comfort & dignity & less stress. #RepFitzpatrick voted against the IRA & his constituents who worked hard, played by the rules & paid their fair share like Kim's #USArmy vet dad.
Kim's story is dedicated to her dad. He served in Vietnam, worked at the same job for 46 yrs, raised a beautiful family in spite of challenges like epilepsy. He deserves the care & support he needs to age w/ dignity. #RepFitzpatrick voted against him! #FitzpatrickFailedUs #PA01
Stories matter! When #moms like Kim of @RedWineBlueUSA speak up & tell their stories, their friends, families & neighbors listen!
β One notable exception is #RepFitzpatrick. He didn't care enough to show up for his constituents! #EmptyChairTownHall #FitzpatrickFailedUs #PA01
Listen to stories about #RepFitzpatrick's constituents who will now be able to pay for lifesaving healthcare thanks to #Democrats who passed the #InflationReductionAct & no thanks to #RepFitzpatrick & #Republicans who voted AGAINST it! @pahealthacces #FitzpatrickFailedUs #PA01
The #InflationReductionAct will significantly lower health care costs & increase access to free vaccines for Americans, esp. seniors on Medicare. Thx to Dems in Congress, it passed! Every Republican including #RepFitzpatrick voted against it! @pahealthaccess #FitzpatrickFailedUs
Thanks to @pahealthaccess for calling out #RepFitzpatrick. He claims to care about his constituents but then votes against them! He & every Republican in Congress voted against the #AmericanRescuePlan which made healthcare more accessible & affordable during a deadly pandemic!
How do you vote AGAINST helping people get insurance, #RepFitzpatrick?" Over 14,000 households in #BucksCounty benefitted from the lifesaving provisions in the #AmericanRescuePlan and you voted AGAINST it! #FitzpatrickFailedUs #EmptyChairTownHall #ConstituentsOverCorporations

The #InflationReductionAct will finally make greedy billion-dollar corporations & the ultra-rich pay closer to their fair share in taxes! This money will help lower our costs, fight climate change & create a more prosperous future for all of us! #RepFitzpatrick voted AGAINST it!
The #InflationReductionAct is making historic investments to fight climate change so we can enjoy a cleaner, greener & healthier future for generations to come. #RepFitzpatrick sided with greedy corporations & voted against it! #ConstituentsOverCorporations #BucksCounty #PA01
#RepFitzpatrick is not an independent. He is a full pledged Republican. #PA-01 needs to elect a real leader with @ashley_ehasz
#RepFitzpatrick voted AGAINST the #InflationReductionAct. He sided with greedy corporations instead of providing his constituents w/ the tools & opportunities they need to thrive! #FitzpatrickFailedUs #r #ConstituentsOverCorporations #NoShow #PA01 #BucksCounty #EmptyChairTownHall

R. Stelly of @pahealthaccess talks about PHAN's great work, helping PA-ians get healthcare coverage so they can take care of themselves & their loved ones. It's no wonder #RepFitzpatrick didn't show up. He voted against the #InflationReductionAct which lowers healthcare costs!
#RepFitzpatrick refused to meet with his constituents one on one - and all of us! #StoodUp #RepFitzpatrickFailedUs #EmptyChairTownHall #PA01 #BucksCounty #NoShow
