MAiD is not healthcare. MAiD is Deathcare — the opposite of the universal, public, equitable system Tommy Douglas envisioned. MAiD exists because governments at all three levels failed to fund care, failed to enforce the Canada Health Act, failed to protect the public system, and failed to uphold human rights. MAiD is not the cause. MAiD is the symptom of political choices. MAiD didn’t create the crisis — the crisis created MAiD. The legislation shows exactly where the system failed disabled people long before MAiD ever existed. Health is physical health, mental health and disabilities. Three interconnected systems that cannot be separated, no matter how hard governments try. Everyone experiences all three at different degrees across the lifespan. The government cannot fund one without the others. MAiD is not the solution. It is the warning light. Bill C‑7 was passed using time allocation, rushed through the Senate, expanded MAiD to disabled people without adequate safeguards, and was scheduled to expand to mental illness before supports existed. Delays only happened because advocates forced extensions. The MAiD framework and task forces are federal decisions. The federal government does not enforce the core principles of the Canada Health Act — public administration, comprehensiveness, universality, portability, and accessibility. This failure enabled provincial underfunding, hospital closures, privatization, staffing shortages, and two‑tier access. It is mismanagement of the public purse and dereliction of duty, violating the spirit of the Canada Health Act and undermining the right to health. The promised Canada Mental Health Transfer was never delivered. There are no national mental‑health standards, no guaranteed psychiatric care, no long‑term treatment, and no housing tied to recovery, even as MAiD was scheduled to expand to mental illness. Canada delayed the national 9‑8‑8 suicide hotline for years while MAiD assessments, MAiD expansion, MAiD infrastructure, and MAiD training were prioritized. Prevention was delayed while MAiD was accelerated. To access the Canada Disability Benefit, people must first qualify for the Disability Tax Credit. The DTC is inaccessible and exclusionary, hard to qualify for, hard to get completed, often denied, and not designed for neurodivergent, psychosocial, or late‑diagnosed disabilities. The Canada Disability Benefit is delayed, underfunded, not guaranteed, and vulnerable to clawbacks. The benefit meant to prevent poverty‑driven MAiD is stuck behind paperwork and politics. Federal ministries that failed disabled people include Employment and Social Development Canada, Health Canada, the Public Health Agency of Canada, Veterans Affairs, Immigration, Refugees and Citizenship Canada, and Indigenous Services. These failures sit alongside Canada’s obligations under the UN Convention on the Rights of Persons with Disabilities, which require accessibility, adequate income, housing, health care, participation, and non‑discrimination. Multiple CRPD complaints have been filed, recommendations have been ignored, and there is no effective national enforcement body or accountability. These failures also violate core articles of the Universal Declaration of Human Rights, including dignity, security of person, freedom from degrading treatment, equal protection, social protections, adequate standard of living, access to education, and a social order in which these rights can be fully realized. Rights exist on paper; poverty and exclusion exist in practice. MAiD fills the gap created by those failures. Across Canada, provinces underfund hospitals, cut beds, privatize services, push surgeries to for‑profit clinics, fail to staff emergency rooms, close rural hospitals, and offload care onto families. Ontario is the most visible example, with hospitals in financial crisis, accelerating privatization, ER closures, and nurses leaving the system, but every province is failing in similar ways. 1/2
