We are confident that marijuana rescheduling would occur before this year's election, supported by public comments and statements from the US President, Vice President, and the head of FDA Head etc., as well as a recent disclosure by a podcaster with certain level of credibility in the past (sourced from a pretty "reliable" DEA insider). The key is that Biden's re-election needs this, and this is within this administration's ability. b. Our thinking is that the latest date to release a"draft" for public comment is the end of June. Although legally DEA could just order the change based on considerations of international treaties, in reality it is highly unlikely given substantial public interest in cannabis. So, the routine rule making process is the path. c.Process: after the draft's release, we believe a 60-day public comment period is necessary for such important topic. A shorter period would attract wide criticism. Following this, the DEA would take one or two months to review and issue its final ruling. Another one or two months may be required before its effective date subsequently. d. For election considerations, a final ruling (although being officially effective is preferred) must occur at the very least a few weeks before Election Day. Waiting until the last minute does not allow enough time to ensure the news(with its impact) to reach all the audience and younger voters. Additionally, mail-in voting could happen even earlier. e. Based on the above, we expect to hear the "draft" news within the next couple of months. At the same time, stocks would fluctuate over disappointments or excitement during the waiting period.
