I’m strongly in favour of decentralising power, but the real question is where that power actually goes. Strong local governments with real financial & administrative authority would be a great step. Simply creating more administrative units & more chief ministers controlling everything beneath them isn’t decentralisation. The real test will be in the framework- how power & resources are actually divided & whether they genuinely reach the people.

According to a 2012 report by the Ministry of Education for UNESCO, the literacy rate in Pakistan for people aged 10 and above rose from 26.2% in 1981 to 43.92% in 1998, then to 53% in 2004. By 2009, it was estimated at 60%.
As per the 2023 census, Pakistan’s overall literacy rate was 60.65%, showing only a small increase from 58.9% in 2017.
It appears that overall the literacy rate has not improved much since the introduction of the 18th amendment in 2010 despite larger budget allocations made by the provinces following the devolution of powers and transfers of funds under the NFC award.
