Today in "Follow the Political Money (San Diego)"-
From 2022 to 2023, @MayorToddGloria paid over $30,000 from his "New #SanDiego" PAC to local political pollster #RyanClumpner, who is also the Vice Chair of @thesdhc
Nothing unusual here- except Ryan then paid identical sums to WPAi in Oklahoma.
- The money was used to hire a polling company that has done research on the best ways for California politicians to communicate "firm compassion" about #homelessness during political campaigns, to earn voter support.
The company has compiled data re: "Voters who support a candidate who will compassionately but firmly reduce the outdoor homeless population, and not allow tents on sidewalks or public spaces."
The result? A BIG policy shift.
In April, the @voiceofsandiego opined @toddgloria is basically saying:
"We are compassionate folks, but I’m not going to be mopping up the messes in other people’s cities”
VoSD observed: "We may be entering a new chapter of the ongoing, very sad story about homelessness in San Diego"
And-
"We could call this the “Mayor Has Had It” chapter."
The article, written by @vosdscott and titled "Todd Gloria Wants You to Know He Has Had It"- goes on to say:
"...as we’ve now seen in the last couple weeks, Gloria is also trying to communicate something new or at least differently. He’s trying to tell unsheltered people they are not welcome in San Diego. He just hasn’t quite mustered the motivation to say it that clearly. That’s what, however, he is communicating."
Could Todd's "new and different" tone be the result of paying WPAi $30K+ for the "compassionate but firm" talking points?
And as for Ryan? Either he couldn't come up with an effective "compassionate/firmness" strategy, or he didn't want Housing Commission fingerprints on it- so he decided to outsource it- to Oklahoma.
He's also seen in this recent video, joining the Mayor at the opening of a converted hotel that will become the city's newest family shelter... even as families are forced out of the 526 bed Golden Hall shelter: https://t.co/QoFOHUoVFH
We are opening a new shelter for families in #BarrioLogan.
This will serve up to 168 people with a full slate of supportive services on-site.
This is all part of our Comprehensive Shelter Strategy that is getting people off the street and on a path to housing. #ForAllofUs
This strategy is being developed by political consultants like #RyanClumpner
Ryan is one of Todd’s appointees to the @thesdhc & paid via the New #SanDiego PAC- managed by #GilCabrera
Gil is another mayoral appointee and manager of #ToddGloria’s “charitable” #ForAllOfUs fund
Today in "@MayorToddGloria's Campaign Consultants & Appointees behaving badly":
#RyanClumpner is being investigated by the @CA_FPPC - at their initiative.
This is unusual- normally, a state agency doesn't initiate an investigation
They are more often responding to a public complaint.
So- stay tuned.
Whatever the Vice Chairman of the @thesdhc Board did to be under an FPPC-initiated investigation may be interesting...
Vice Chair #RyanClumpner (2018) owns "Public Dynamics"
He does political surveys & consulting & reported over +$100K working for politicians
Oddly- @thesdhc lacks data on 1000s of people exiting shelters, so the Board doesn't know if they're in #housing or back out on the street
Many of #RyanClumpner's tweets appear related to his appointed position & work on @theSDHC
Is it part of his Board responsibilities?
If so- Is he in compliance w/@CityofSanDiego policies?
Or is he being paid to troll via @MayorToddGloria's New San Diego PAC?
Stay tuned...

After getting angry posts from Political consultant & @thesdhc Vice Chair #RyanClumpner re:Permanent Supportive #Housing (PSH) I researched his agency's PSH funds & how they've been used by @CityofSanDiego
Turns out he's mad at the wrong people

Is @MayorToddGloria's #NewSanDiego PAC hiring #RyanClumpner to attack people re #housing policy to distract from Todd's #homelessness failures?
Todd paid @theSDHC Vice Chair/Public Dynamics principal $60K to make up lies & distortions in 2022
Where does Todd get this money?

So do this #RyanClumpner:
- Stay a few nights an #AlphaProjectSD shelter
- Deliver supplies to unsheltered people
- Attend a vigil for those who are dying from lack of care
And don't forget to tell @CAgovernor how you're spending your public funds

FYI #RyanClumpner- Unsheltered people talk openly w/advocates about avoiding #AlphaProjectSD congregate shelters for #Health & #safety reasons:
Risks have included
- Flooding
- #COVID #Tuberculosis
- Assault/harassment
- Unlit areas, violence & risk of losing personal property

#SanDiego #Housing Commissioner/Vice Chair #RyanClumpner seems to be in a mood today
Let's cheer him up by reviewing accomplishments of his agency, shall we?
Of the 1566 people leaving shelters
- 78% did NOT report (920) or are back on the street (300)
Way to be accountable Ryan!
