"This is a real scandal," says Councillor Alejandra Bravo of SmartTrack. "Property tax dollars that should have been invested in the city of Toronto went into a fictional plan called SmartTrack, which was essentially to subsidize a provincial plan that cannot materialize."

"I think there's a lot of genuine questions about how this program came about, how money was spent, and how decisions were made. And we still don't have a clear answer. It's almost like we spent almost a billion dollars and no one can explain how we got here," says Myers

Bravo calls SmartTrack a "back of the napkin" plan where "somehow, the people of Toronto were convinced that we should put municipal tax dollars, from the property tax base, to subsidize and fund a provincial transit expansion program ... just to fulfill a campaign promise."
