In his special address, Mr Bharat Lal, Secretary General & CEO, @India_NHRC, highlighted the unseen labour and complexity behind every cup of tea and praised the #SankalaFoundation and @fssaiindia for undertaking this important national study. He urged the sector to aim higher, deepening sustainability, strengthening quality, and expanding into new markets.
He stressed the urgency of preparing for emerging global regulations on climate, labour, and sustainability, noting that small tea growers must be protected so they are not disadvantaged by new international norms. With lakhs of livelihoods dependent on tea in Assam, West Bengal, and the South, he reaffirmed the government’s strong commitment to improving incomes, support systems, and long-term opportunities for small farmers.
Mr Bharat Lal highlighted that in many tea-growing districts, tea is the foundation of the rural economy. Any market restrictions, residue-related challenges, or climate disruptions directly impact the livelihoods of lakhs of families. Sustainable tea production, therefore, is essential not only for domestic and international consumers but also for protecting rural economic stability.
He outlined the Government of India’s initiatives to strengthen the ecosystem for safe and sustainable tea production, capacity building, promotion of IPM and nutrient management, digital traceability systems, improved field-level testing, awareness campaigns on good practices, and support for safer pest-management alternatives. These efforts, he said, aim to empower growers to produce high-quality, compliant tea while protecting environmental and human health.
Calling for shared responsibility, he urged regulators, industry, laboratories, researchers, buyers, and policymakers to work collaboratively so that small farmers are supported and compliance is practical.

Session II - Bridging the Gap: Strengthening the Role of State and Regional Organisations
▶️ Chair, Mr Muktanand Agrawal, Joint Secretary (Plant Protection), @AgriGoI, stated that tea, covered under #PMFBY crop insurance has been enabling growers to access highly subsidised premiums. He also shared that @fssaiindia is fixing new MRLs for key pesticides, which will reduce sample failures and strengthen India’s global credibility. He emphasised stricter control on unapproved pesticides and the urgent need to scale up #IntegratedPestManagement (IPM) across all tea-growing districts.
▶️ Dr Venkatesan Selvaraj, Director, @TRATocklai highlighted the bottleneck: last-mile extension for 2.2 lakh small growers. With 98% of sample failures linked to pesticide residues, he called for continuous training, mobile testing labs, improved pruning guidance, stricter regulation of spurious agro-inputs, and a Tea Safety Task Force for BLFs.
▶️ Dr Anirban Basu Majumder, Head, Darjeeling R&D Centre, explained how the Plant Protection Code (PPC) has evolved into a powerful compliance framework. Now in its 18th version, PPC is legally enforceable and central to MRL compliance. He stressed digital record-keeping, stronger enforcement, timely MRL updates, quality biopesticides, and larger capacity-building efforts for small growers.
▶️ Mr Rajdeep Sikand, Senior VP, Commodity Sourcing & Management Org, @TataConsumer, urged action to modernise compliance, fast-track approvals of new molecules, rationalise MRLs, and improve testing infrastructure. He warned that safety and traceability will define India’s market relevance, just as it transformed coffee, cocoa and spices globally.
▶️ Mr Sreejith AK, Vice President, Confederation of Indian Small Tea Growers Association (CISTA) called for fair value distribution, revival of pruning/irrigation subsidies, and direct support to individual growers to make sustainability viable. Without ground-level support, he stated that growers cannot maintain quality or adopt sustainable practices, and many are already abandoning tea for other crops.
▶️ Mr Parag Hatibarua, Director (Asia) International Tea Masters Association, advocated a return to heritage clones, improved pruning cycles, and deliberate reduction of low-quality output to strengthen farm-gate prices. He called for promotion of India’s artisanal and indigenous teas, better market linkage for remote producers, and strong consumer education on proper brewing & tea appreciation to rebuild India’s premium global identity.

Session 1- Regulatory Framework & Policies
🔹 Mr Nitin Kumar Yadav, Additional Secretary, Ministry of Commerce and Industry, GoI o and Chairman, @teaboardofindia, opened the session by emphasising that global standard-setting, especially through #Codex, is now central to India’s tea trade. With importing countries tightening regulations, he stressed the need for strong scientific data, credible field studies, and unified national positions. He highlighted challenges posed by hazard-based approaches and stressed that testing, certification, and full traceability are becoming essential for market access.
🔹 Dr Satyen K Panda, Executive Director (Compliance Strategy), @fssaiindia, underlined the complexity of current enforcement challenges and the rise of what he called 'weaponisation of markets.' He explained India’s science-based MRL-fixation process and warned against premature use of newly registered pesticides. He called for digital traceability tools, state-level sensitisation, better labs, and stronger support for small tea growers.
🔹 Dr K L Gurjar, Joint Director, CIB&RC, highlighted the rising pest pressure and the need for Integrated Pest Management (IPM), supported by soil health, organic inputs, pheromone traps, and biodiversity. He noted gaps such as misuse of chemicals, rebranded banned inputs, and low farmer awareness, and urged for improved testing, faster MRL decisions, and stronger state enforcement.
🔹 Mr Tushar Tripathi, COO, @waghbakri Tea Group, stressed that sustainability is now a market imperative. He called for a core multi-stakeholder committee, low-cost field testing tools, digital traceability, stronger retailer licensing, and a national residue/IPM database.
🔹 Mr Arun Narain Singh, Former Executive Vice Chairman, MD & CEO, @GoodrickeTea, spoke on climate change impacts, pest resistance, and the need for realistic, science-backed, grower-friendly regulation. He urged for faster approvals of alternatives and harmonised lab results.
In closing, the session underscored that safeguarding India’s tea legacy in the face of #climatechange will require one path forward: science-led, sustainable, and collaborative action across the entire value chain.

At the inaugural session of the National Conference on #SafeTeaProduction Policy, Compliance & Sustainable Practices, a new handbook for Small Tea Growers was released by Mr Nitin Kumar Yadav, Additional Secretary, Ministry of Commerce and Industry, Government of India and Chairman, @teaboardofindia and Mr Rajit Punhani, Chief Executive Officer (CEO), @fssaiindia.
It is designed to support safer, more sustainable, and more profitable tea cultivation. This practical guide brings together simple, science-based tips that farmers can easily apply in their own gardens, helping improve yield, reduce costs, and protect the environment.
The handbook covers:
✅ Soil Health Management: Using soil health cards, organic manure, and compost to maintain rich, balanced soil.
✅ MRL Compliance: Understanding permitted chemicals, record-keeping, and the importance of clean, safe tea for the market.
✅ Climate Change Adaptation: Choosing strong tea varieties, managing shade and water, and protecting crops from changing weather.
By following these steps, growers can strengthen their farms for the future while adopting practices that safeguard people, soil, and nature. The handbook also highlights how farmers can benefit from @teaboardofindia and government support schemes.

▶️ Keynote address by Mr Nitin Kumar Yadav, Additional Secretary, Ministry of Commerce and Industry, Government of India and Chairman, @teaboardofindia.
He highlighted that India, the world’s second-largest tea producer, stands at a crucial juncture. With increasing scrutiny on food safety, pesticide residues, compliance, and the impact of climate change, he underscored that safe and sustainable production is India’s true competitive advantage.
The ₹664-crore Tea Development & Promotion Scheme is enabling replantation, organic certification, capacity building, and stronger support for small growers, FPOs, and FPCs. He called for strong collaboration among state governments, research bodies, FSSAI, industry, and BLFs to strengthen extension services, accelerate innovation, upgrade residue standards, and ensure full traceability.
He outlined the way forward: multilingual IEC programmes, mobile advisories, more NABL-accredited labs, digital traceability, updated MRLs, and faster approvals for safe pest-control alternatives. India’s strengths—its agro-climatic diversity, scientific expertise, and resilient growers—must now be converted into long-term global leadership.

He highlighted FSSAI’s commitment to science-based, globally aligned, and consumer-centric food standards. Mr Punhani reaffirmed FSSAI’s commitment to science-based, internationally benchmarked, and farmer-friendly standards. With nearly 80 standards formulated through rigorous scientific review, FSSAI ensures consumer safety while keeping compliance practical. He highlighted India’s strong role in Codex and the science-driven process of fixing MRLs.
He emphasised pan-India surveillance, state-led enforcement, and close collaboration with commodity boards to ensure safe practices begin at the farm level. Science, data, and collaboration, he said, must remain the backbone of India’s food safety system.
