#SANDAG originated as a county level planning organization 50 years ago.
It has since evolved into a major government agency with 400 employees, and $1.5 billion budget, and its own taxing authority.
SANDAG is also beset by ongoing accountability failures and management issues.

There is a half-cent #SanDiego county sales tax increase on the November ballot. It is expected to be followed by other sales tax hikes from the city of San Diego, #MTS, #SANDAG and an additional county sales tax hikes.
Thanks to a newly passed law, it is possible that the cumulative sales tax rate could soar into double-digits.
While the law itself wil not raise taxes, it would allow taxes to increase above a 9.25% cap.
"A low-profile state Assembly bill just signed into law is raising concerns that sales tax rates in San Diego County could soon rise from the 8% range toward the 10% and 11% rates seen in Los Angeles County and much of the Bay Area."
The potential for significant sales tax increases is drawing concern from a government watchdog group.
"Mark Kersey, chief executive of the San Diego County Taxpayers Association, said he’s worried some local politicians look at raising taxes as the solution to every problem.
"'There’s definitely a concern when you look at the Bay Area that we could see those kinds of high rates down here,' Kersey said. 'I don’t think voters in San Diego are going to be as willing as voters in the Bay Area to do that.'"
Double-digit sales tax rates have not spared LA or Bay Area cities and counties from increasing pension debt and ongoing budget deficits.
State legislators "Ward and Alvarez agreed that the timing for proposed sales tax increases is not great amid ongoing cost-of-living concerns caused by inflation and rising fees for nearly everything.
"To Kersey, such concerns make a slew of sales tax increase proposals over the next few years a very bad idea."There is a half-cent #SanDiego county sales tax increase on the November ballot. In today's public transit news:
#MTS raises bus and trolley rates. Bus routes and trolley runs are scaled back.
#SANDAG board members continue to pour time and taxpayer $ into an airport people mover or rail line, which would be expensive, even by SANDAG standards.
Per SANDAG CEO Mario Orso “looking at basic math, let’s call it $2 billion (for a transit connection). The soft costs to get to a $2 billion project (are) a billion dollars. Who’s going to cover that?”
For those of you not familiar with government construction project finance, 'soft costs' include overhead expenses charged by a project management bureaucracy.
Are MTS and SANDAG more interested in funneling money to staff and consultants than providing basic services to commuters?
https://t.co/9nP2Y3mACb

Transit fares aren't being increased because 'wealthy suburban areas' are rejecting tax hikes.
Measure G failed at the ballot box because of #SANDAG’s long history of mismanagement.
The city of #SanDiego isn't doing much better, management wise.
Recently, the mayor and council has targeted workers with poorly executed cash grabs and cuts to community services, such as paid parking at Balboa Park and restroom closures at Mission Bay.
Fares are being increased because #MTS continues to waste money on pointless studies. The city of San Diego has record levels of revenue but faces a budget shortfall because personnel expenses relentlessly increase.
Local governments don’t have a revenue problem; they have a management problem.

"After months of study, #SANDAG presented possible ways to untangle a traffic snarl at one of the La Mesa’s busiest intersections — Spring Street and La Mesa Boulevard — but without a path to implement those expensive solutions."
Coincidentally, the $500,000 spent on the study (that produced no actionable solutions) would have been sufficient to reopen the #MissionBay restrooms.

The city #SanDiego staff is working on an 'Affordable Home Development Master Plan' which will be in part funded by a #SANDAG grant.
Why does the city need a separate affordable housing master plan when it already has a General Plan with a housing element? It should also be noted that community plans also address affordable housing.
The approach the city is taking is questionable. The Master Plan will consider converting city property, including public libraries, into ‘affordable’ housing or shelters. One of the libraries under consideration is the University Community Library which recently reopened after a lengthy and very expensive renovation.
Instead of simply leasing or selling excess property at market rates to generate much needed revenue for public services or infrastructure repair, the city is engaging in an expensive and time-consuming process that will serve primarily to justify the existence of a cadre of highly paid middle managers.

Tax and Fee Update July 2026
1. SANDAG Fee Increase
#SANDAG recently approved #MTS and #NCTD fare increases. Even after the fare increases, MTS will face “a $154 million budget shortfall next year, while NCTD is looking at a projected $16 million deficit in two years.”
MTS will in all probability place a sales tax increase on a ballot prior to 2030.

2. San Diego Water Rate Changes
Following a court order, the city of #SanDiego will adjust how it charges for water to eliminate tiered rates for single family homes. Homeowners who use less water will be charged proportionally more per gallon, while those who use more will pay less per gallon. Ratepayers will receive a Prop 218 notice in the mail giving them the opportunity to protest the rate change.
https://t.co/7H66pDdbAk
This rate change is separate from across-the-board water and sewer rate increases that will go into effect in January.
3. California State Taxes
San Diegans will also pay more in state taxes. Senate Bill 122 extends sales tax to electronically delivered pre-written software. Sacramento will also increase a tax on health insurance (if the move is not vetoed at the Federal level).
