𝗧𝗵𝗲 𝗦𝗮𝘂𝗱𝗶 𝗔𝗿𝗮𝗯𝗶𝗮 𝘀𝘁𝗼𝗿𝘆 𝗶𝘀 𝗻𝗼𝘄 𝗳𝗮𝗿 𝗯𝗶𝗴𝗴𝗲𝗿 𝘁𝗵𝗮𝗻 𝗮 𝗱𝗶𝘀𝘁𝗿𝗶𝗯𝘂𝘁𝗶𝗼𝗻 𝗮𝗴𝗿𝗲𝗲𝗺𝗲𝗻𝘁.
The chronology is becoming impossible to ignore.
𝗔𝘂𝗴𝘂𝘀𝘁 𝟱: The Saudi FDA issues NADR, a new regulatory framework specifically designed to accelerate drugs and 𝗯𝗶𝗼𝗹𝗼𝗴𝗶𝗰𝘀 for rare, serious and life-threatening diseases.
𝗔𝘂𝗴𝘂𝘀𝘁 𝟲: Northwest Biotherapeutics and SPIMACO announce an MOU covering 𝗦𝗙𝗗𝗔 𝗮𝗽𝗽𝗿𝗼𝘃𝗮𝗹, 𝗰𝗼𝗺𝗺𝗲𝗿𝗰𝗶𝗮𝗹𝗶𝘇𝗮𝘁𝗶𝗼𝗻, 𝘀𝘂𝗽𝗽𝗹𝘆, 𝘁𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆 𝘁𝗿𝗮𝗻𝘀𝗳𝗲𝗿 𝗮𝗻𝗱 𝗹𝗼𝗰𝗮𝗹𝗶𝘇𝗲𝗱 𝗺𝗮𝗻𝘂𝗳𝗮𝗰𝘁𝘂𝗿𝗶𝗻𝗴 𝗼𝗳 𝗗𝗖𝗩𝗮𝘅-𝗟 𝗶𝗻 𝗦𝗮𝘂𝗱𝗶 𝗔𝗿𝗮𝗯𝗶𝗮.
Not just sales.
Not just distribution.
𝗥𝗲𝗴𝘂𝗹𝗮𝘁𝗼𝗿𝘆 𝗮𝗰𝗰𝗲𝘀𝘀.
𝗧𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆 𝘁𝗿𝗮𝗻𝘀𝗳𝗲𝗿.
𝗠𝗮𝗻𝘂𝗳𝗮𝗰𝘁𝘂𝗿𝗶𝗻𝗴.
𝗟𝗼𝗰𝗮𝗹𝗶𝘇𝗮𝘁𝗶𝗼𝗻.
𝗥𝗲𝗴𝗶𝗼𝗻𝗮𝗹 𝗲𝘅𝗽𝗮𝗻𝘀𝗶𝗼𝗻.
And SPIMACO is expected to work directly with the SFDA.
Now look at what the new NADR framework provides:
• 𝗣𝗿𝗶𝗼𝗿𝗶𝘁𝘆 𝗿𝗲𝘃𝗶𝗲𝘄
• 𝗥𝗼𝗹𝗹𝗶𝗻𝗴 𝘀𝘂𝗯𝗺𝗶𝘀𝘀𝗶𝗼𝗻𝘀
• 𝗖𝗼𝗻𝗱𝗶𝘁𝗶𝗼𝗻𝗮𝗹 𝗮𝗽𝗽𝗿𝗼𝘃𝗮𝗹
• Flexible, risk-based 𝗖𝗠𝗖 requirements
• Accelerated manufacturing-site pathways
• Flexible clinical-evidence requirements
• 𝗘𝘅𝘁𝗲𝗿𝗻𝗮𝗹 𝗰𝗼𝗺𝗽𝗮𝗿𝗮𝘁𝗼𝗿𝘀 when concurrent controls are not feasible
• Explicit recognition of 𝗽𝗹𝗮𝘁𝗳𝗼𝗿𝗺 𝘁𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆
That last point matters enormously.
𝗗𝗖𝗩𝗮𝘅 𝗶𝘀 𝗮 𝗽𝗹𝗮𝘁𝗳𝗼𝗿𝗺.
DCVax-L is being developed first in glioblastoma, but the underlying dendritic-cell technology is not inherently confined to one tumor type. The NWBO-SPIMACO agreement itself contemplates expansion into additional indications and additional GCC markets.
GBM also falls well within the prevalence range ordinarily associated with rare disease.
Then comes the manufacturing piece.
Saudi Arabia’s conventional Verification/Abridged pathways exclude human advanced-therapy medicinal products. NADR creates a separate regulatory framework for rare-disease drugs and biologics with substantially greater flexibility around evidence, CMC and manufacturing.
And the framework specifically accommodates qualifying manufacturing sites in countries including the 𝗨𝗻𝗶𝘁𝗲𝗱 𝗞𝗶𝗻𝗴𝗱𝗼𝗺.
Where is NWBO’s established cell-therapy manufacturing operation?
𝗦𝗮𝘄𝘀𝘁𝗼𝗻, 𝗨𝗻𝗶𝘁𝗲𝗱 𝗞𝗶𝗻𝗴𝗱𝗼𝗺.
Now put it all together:
𝗡𝗲𝘄 𝗿𝗮𝗿𝗲-𝗱𝗶𝘀𝗲𝗮𝘀𝗲 𝗽𝗮𝘁𝗵𝘄𝗮𝘆: in place.
𝗕𝗶𝗼𝗹𝗼𝗴𝗶𝗰𝘀: included.
𝗘𝘅𝘁𝗲𝗿𝗻𝗮𝗹 𝗰𝗼𝗺𝗽𝗮𝗿𝗮𝘁𝗼𝗿𝘀: contemplated.
𝗣𝗹𝗮𝘁𝗳𝗼𝗿𝗺 𝘁𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆: explicitly recognized.
𝗖𝗠𝗖 𝗳𝗹𝗲𝘅𝗶𝗯𝗶𝗹𝗶𝘁𝘆: built in.
𝗨𝗞 𝗺𝗮𝗻𝘂𝗳𝗮𝗰𝘁𝘂𝗿𝗶𝗻𝗴: accommodated.
𝗦𝗣𝗜𝗠𝗔𝗖𝗢: positioned to interface with the SFDA.
𝗗𝗖𝗩𝗮𝘅-𝗟 𝘁𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆 𝘁𝗿𝗮𝗻𝘀𝗳𝗲𝗿: contemplated.
𝗦𝗮𝘂𝗱𝗶 𝗺𝗮𝗻𝘂𝗳𝗮𝗰𝘁𝘂𝗿𝗶𝗻𝗴: contemplated.
𝗘𝘅𝗽𝗮𝗻𝘀𝗶𝗼𝗻 𝘁𝗼 𝗮𝗱𝗱𝗶𝘁𝗶𝗼𝗻𝗮𝗹 𝗶𝗻𝗱𝗶𝗰𝗮𝘁𝗶𝗼𝗻𝘀 𝗮𝗻𝗱 𝗚𝗖𝗖 𝗺𝗮𝗿𝗸𝗲𝘁𝘀: contemplated.
And now SPIMACO’s Vice Chairman and Managing Director, Prof. Ahmed Aljedai, is standing onstage at #RGMBS2026 discussing 𝗯𝗶𝗼𝗹𝗼𝗴𝗶𝗰𝘀 𝗹𝗼𝗰𝗮𝗹𝗶𝘇𝗮𝘁𝗶𝗼𝗻 in Saudi Arabia and emphasizing:
𝗟𝗼𝗰𝗮𝗹𝗶𝘇𝗮𝘁𝗶𝗼𝗻.
𝗦𝘁𝗿𝗮𝘁𝗲𝗴𝗶𝗰 𝗽𝗮𝗿𝘁𝗻𝗲𝗿𝘀𝗵𝗶𝗽𝘀.
𝗧𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆 𝘁𝗿𝗮𝗻𝘀𝗳𝗲𝗿.
Those are not incidental themes.
𝗧𝗵𝗲𝘆 𝗮𝗿𝗲 𝘁𝗵𝗲 𝘀𝗮𝗺𝗲 𝗽𝗶𝗹𝗹𝗮𝗿𝘀 𝗯𝘂𝗶𝗹𝘁 𝗶𝗻𝘁𝗼 𝘁𝗵𝗲 𝗡𝗪𝗕𝗢-𝗦𝗣𝗜𝗠𝗔𝗖𝗢 𝗠𝗢𝗨.
https://t.co/XhV58d6LL7
The larger picture is becoming clear.
Saudi Arabia is building the 𝗿𝗲𝗴𝘂𝗹𝗮𝘁𝗼𝗿𝘆 𝗽𝗮𝘁𝗵𝘄𝗮𝘆, 𝗺𝗮𝗻𝘂𝗳𝗮𝗰𝘁𝘂𝗿𝗶𝗻𝗴 𝗶𝗻𝗳𝗿𝗮𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲, 𝘁𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆-𝘁𝗿𝗮𝗻𝘀𝗳𝗲𝗿 𝗰𝗮𝗽𝗮𝗰𝗶𝘁𝘆 𝗮𝗻𝗱 𝗰𝗼𝗺𝗺𝗲𝗿𝗰𝗶𝗮𝗹 𝗽𝗮𝗿𝘁𝗻𝗲𝗿𝘀𝗵𝗶𝗽𝘀 required to become a regional biotechnology hub.
SPIMACO is executing that strategy.
And 𝗗𝗖𝗩𝗮𝘅-𝗟 𝗶𝘀 𝗮𝗹𝗿𝗲𝗮𝗱𝘆 𝗽𝗮𝗿𝘁 𝗼𝗳 𝗶𝘁.
No public announcement yet establishes that DCVax-L has received NADR designation or SFDA approval.
But the alignment is now extraordinarily specific:
𝗧𝗵𝗲 𝗿𝗲𝗴𝘂𝗹𝗮𝘁𝗼𝗿𝘆 𝗽𝗮𝘁𝗵𝘄𝗮𝘆 𝗳𝗶𝘁𝘀.
𝗧𝗵𝗲 𝗺𝗮𝗻𝘂𝗳𝗮𝗰𝘁𝘂𝗿𝗶𝗻𝗴 𝗽𝗮𝘁𝗵𝘄𝗮𝘆 𝗳𝗶𝘁𝘀.
𝗧𝗵𝗲 𝗽𝗹𝗮𝘁𝗳𝗼𝗿𝗺 𝗺𝗼𝗱𝗲𝗹 𝗳𝗶𝘁𝘀.
𝗧𝗵𝗲 𝘁𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆-𝘁𝗿𝗮𝗻𝘀𝗳𝗲𝗿 𝘀𝘁𝗿𝗮𝘁𝗲𝗴𝘆 𝗳𝗶𝘁𝘀.
𝗧𝗵𝗲 𝗽𝗮𝗿𝘁𝗻𝗲𝗿 𝗳𝗶𝘁𝘀.
𝗔𝗻𝗱 𝗗𝗖𝗩𝗮𝘅-𝗟 𝗶𝘀 𝗮𝗹𝗿𝗲𝗮𝗱𝘆 𝗻𝗮𝗺𝗲𝗱 𝗶𝗻 𝘁𝗵𝗲 𝗽𝗹𝗮𝗻.
𝗧𝗵𝗶𝘀 𝗶𝘀 𝗻𝗼𝘁 𝗷𝘂𝘀𝘁 𝗮 𝗦𝗮𝘂𝗱𝗶 𝗰𝗼𝗺𝗺𝗲𝗿𝗰𝗶𝗮𝗹𝗶𝘇𝗮𝘁𝗶𝗼𝗻 𝘀𝘁𝗼𝗿𝘆.
𝗧𝗵𝗲 𝗶𝗻𝗳𝗿𝗮𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲 𝗶𝘀 𝗯𝗲𝗶𝗻𝗴 𝗯𝘂𝗶𝗹𝘁 𝗳𝗼𝗿 𝗮 𝗦𝗮𝘂𝗱𝗶-𝗯𝗮𝘀𝗲𝗱 𝗗𝗖𝗩𝗮𝘅 𝗿𝗲𝗴𝘂𝗹𝗮𝘁𝗼𝗿𝘆, 𝗺𝗮𝗻𝘂𝗳𝗮𝗰𝘁𝘂𝗿𝗶𝗻𝗴 𝗮𝗻𝗱 𝗿𝗲𝗴𝗶𝗼𝗻𝗮𝗹 𝗲𝘅𝗽𝗮𝗻𝘀𝗶𝗼𝗻 𝗽𝗹𝗮𝘁𝗳𝗼𝗿𝗺.

The potential in DCVax technologies that SPIMACO recognized is significant — it could be what determines how many shares the Saudi sovereign funds decide to acquire, and at what price. If SPIMACO saw potential in combining the DC vaccine with the influenza and pneumococcal vaccines to treat cancer, and Saudi Arabia decided to produce those vaccines at its new 42,000 m² vaccine manufacturing facility, that would be truly exciting!
https://t.co/z7wouetnEi
Linda Powers, the Company’s CEO, commented: “We are excited to join forces with SPIMACO as a leader in Saudi Arabia’s building of a major global biotechnology hub. SPIMACO has been developing state-of-the-art facilities and acquiring state-of-the-art technologies for this hub. We are gratified that SPIMACO sees the important potential of DCVax technologies, and we look forward to contributing to these developments.”

SPIMACO had a deal with Boston Oncology Arabia about locally manufacturing four oral oncology drugs. What could be the four possible oral oncology drugs? Were the four drugs tested in clinical trials in combination with DC cancer vaccine?
I suppose given the fact that DC cancer vaccine is probably totally new to SPIMACO or Saudi Arabia government, the best and most efficient way for them to fulfill their ambitions in biotechnology should be: LP gives them the shopping list and they will do shopping!
