Shillong: The Khun Hynniewtrep National Awakening Movement (KHNAM) has proposed a 50% job reservation for the Khasi and Jaintia communities to the Expert Committee on #StateReservationPolicy. KHNAM president Pyndapborlang Saibon, in a letter to the commission, also recommended an 80% combined reservation for the #Khasi, #Jaintia, and #Garo communities based on merit. Saibon highlighted that, according to Paragraph 1 of the Policy, reservations should reflect the population of indigenous communities. He pointed out that the 2011 census shows the Khasi and Jaintia communities have a higher population than the Garo community by 578,918, a gap expected to increase to 949,756 in the next census. He argued that this demographic difference should be factored into the reservation percentages. To prevent conflicts among the indigenous tribes, Saibon suggested an 80% combined reservation for all three communities, based on merit, or alternatively, a 50% reservation for the Khasi and Jaintia communities. KHNAM also urged the removal of the term "Autonomous State" from Paragraph 1 of the 1972 State Reservation Policy since Meghalaya became a full-fledged state on January 2, 1972. Additionally, they proposed amending Paragraph 2 to eliminate the provision for carrying forward vacancies, which contradicts the policy's goal of maintaining administrative efficiency. The party opposed an OM dated May 28, 1974, that allows candidates from outside the state to fill vacancies reserved for Garos, insisting that such provisions should be prohibited to benefit local citizens. They also suggested revising the December 18, 1972, OM to ensure district-level posts have an 80% reservation for Khasi-Jaintia in Khasi and Jaintia Hills Districts and for Garos in Garo Hills District, reflecting the current practice of filling district-level posts in Garo Hills predominantly with Garo community members. KHNAM called for extending the 1972 State Reservation Policy to semi-government departments, corporations, organized private sectors, and private establishments to increase employment opportunities for local youth. They emphasized that the policy should be exclusively for job reservations and not for other purposes, noting its unauthorized application to academic seat allocations for higher studies. Also, the KHNAM urged the commission to expedite the amendment process to avoid delays caused by differing community opinions on the 1972 State Reservation Policy.
