#Thead Ethiopia’s Reluctance Stalls Berbera Port’s Promise: Politics, Legal Ambiguity, and Economic Gaps
Ethiopia’s hesitation to commit to the Berbera Port stems primarily from political sensitivities. Addis Ababa fears that investing under Somaliland’s authority could be seen as recognizing its independence, complicating relations with Mogadishu. Prime Minister Abiy also faces domestic criticism that pursuing sea access through Somaliland might compromise Ethiopia’s sovereignty or tilt its alignment toward the UAE, whose DP World is Berbera’s main developer. This political balancing act has left Ethiopia cautious, preferring ambiguity over decisive engagement.
Legally, the 2016 tripartite MoU between Somaliland, Ethiopia, and DP World was never ratified or financed by Ethiopia, leaving its 19% equity share inactive. Without a formal customs and transit framework, Berbera remains outside Ethiopia’s logistics regime, preventing large-scale cargo movement or insurance coverage. This legal uncertainty deters both investors and traders from shifting meaningful trade volume away from Djibouti, leaving Berbera’s infrastructure underused despite its upgraded facilities and strategic location.
Economically, Berbera’s underperformance is evident when compared to Mogadishu. Data from 2023–2024 show that Mogadishu consistently handled higher container volumes, averaging two to three times Berbera’s throughput, despite the latter’s direct proximity to Ethiopia — Africa’s largest landlocked market. Even with the Berbera–Tog Wajaale corridor nearly complete, the port’s monthly throughput rarely exceeds 10,000 TEUs, while Mogadishu peaked above 30,000. This discrepancy underscores how Ethiopia’s lack of commitment and unresolved trade protocols have deprived Berbera of its natural competitive advantage. As a result, DP World has held back expansion funding, with only about $250 million of the planned $442 million invested, leaving Berbera’s full potential unrealized.
