The Government of Pakistan continues to claim that it is addressing enforced disappearances through the Commission of Inquiry on Enforced Disappearances. In reality, this Commission has failed to deliver truth, justice, or accountability.
If the very institutions accused of carrying out enforced disappearances are the ones whose accounts the Commission relies upon, how can victims’ families reasonably expect an impartial investigation? Does the government truly not know who is responsible, or is the Commission merely being used to create the appearance of action while delaying justice?
Instead of investigating cases, families are often burdened with impossible demands. In the case of Sadia Baloch, whose brother Salman Baloch was forcibly disappeared, the Commission warned that her case could be dismissed unless she herself produced evidence of his disappearance. If families already possessed such evidence, they would not need a Commission to investigate. Establishing the facts and determining the whereabouts of the disappeared is precisely the Commission’s responsibility.
For years, the Commission has failed to provide effective remedies for victims’ families. Instead, it has too often become a process that prolongs uncertainty and deepens the suffering of those searching for their loved ones.
The international community should closely examine the effectiveness and independence of this mechanism and continue to press for credible investigations, accountability, and compliance with Pakistan’s international human rights obligations regarding enforced disappearances.
