This is an abuse of administrative power carried out under the pretext of “public safety,” and an act of intimidation against citizens.
Detaining docile, non-resistant stray dogs without any proof of danger shows a clear lack of neutrality and composure. It means public officials are failing to fulfill their duties.
Officially, the policy claims to target only dogs that are sick or aggressive. Yet in reality, authorities are using force and power to seize harmless stray dogs—and even dogs that are clearly cared for by families. It is only natural that such actions draw criticism from the international community.
This is not just an animal issue.
Before that, it is a matter of the rule of law, administrative accountability, and citizens’ rights.
And when a state allows this kind of behavior to continue, the direction is easy to predict
“Stray dogs → then stray cats → and eventually, inconvenient human voices—intimidated and ignored.”
This is how the use of power expands.
