According to the #UNMappingReport, Masisi Territory witnessed repeated massacres of civilians and refugees between November 1996 and April 1997. While some attacks were attributed to fleeing ex-FAR/Interahamwe, the report documents numerous allegations against AFDL/APR forces involving large-scale killings of Hutu #Banyarwanda civilians and #Rwandan Hutu refugees.
On 5 December 1996, #AFDL/APR elements allegedly killed at least 97 people in Matanda, most of them Hutu refugees and Hutu Banyarwanda. Two days later, on 7 December, approximately 310 civilians, including many women and children, were reportedly massacred in Kinigi after being summoned to a public meeting and killed with hoes and hatchets. On 9 December, around 280 civilians were allegedly killed in Katoyi after being gathered for another meeting, bound, and executed with axes and other weapons.
The violence intensified later that month. Around 23 December 1996, #AFDL/#APR forces allegedly killed more than 460 civilians in Kausa, most of them Hutu Banyarwanda, after promising reconciliation and inviting residents to a public gathering. Many victims were reportedly beaten to death with hammers, while others were shot as they attempted to flee. Women were also reportedly raped after the massacre.
The soldiers gathered the villagers in the village square under the pretext of a public meeting. They then opened fire, bound the civilians, and separated them into different groups. Some were locked inside buildings, while others were taken to nearby fields or to #Kanyabihanga Hill, where most were killed with hammer blows. Those who attempted to escape were shot. After the massacre, many women were reportedly raped. The victims included large numbers of women, children, and Rwandan refugee survivors from the Mugunga camp.
On 24–25 December, approximately 160 civilians were allegedly killed in Nyakariba Parish, where victims were gathered under false pretences, bound, and killed with hammer blows before being buried in mass graves. The report further alleges that, in 1997, soldiers returned to exhume and burn some of the remains.
According to the Mapping Report, killings continued into 1997. On 9 January, between 107 and 134 civilians were allegedly killed in Bitonga after soldiers accused residents of collaborating with ex-FAR/Interahamwe. Around 20 January, 14 members of the same family, including children, were reportedly killed in #Kanyangote, while at least 20 civilians were allegedly killed in Kalangala on 25 January.
On 23 February 1997, AFDL/#APR forces allegedly killed more than 100 civilians in Rubaya, many of them Hutu Banyarwanda, during operations targeting armed groups. Around the same period, civilians reportedly disappeared in Nambi, where at least 15 bodies were later recovered while many others remained missing.
In April 1997, additional killings were documented in Chandarama, and around 16 April, approximately 100 civilians were reportedly massacred in Mweso, with victims shot, burned alive, or buried in mass graves.
Overall, the UN Mapping Report portrays Masisi Territory as one of the areas most severely affected by repeated massacres, documenting allegations of thousands of civilian deaths across numerous villages, often following the same pattern of deception, forced assembly, and mass execution.

#Walikale Territory: Mass Killings of #Rwandan Refugees
As I reread the #UNMappingReport, I take you deeper into #Walikale.
This opening paragraph is one of the reasons why I have come to hate @RwandaMod and to reflect critically on its national character. It raises serious questions that deserve careful examination in light of the evidence presented in the report. (#pigs)
When #AFDL/#APR forces entered #Walikale Territory in December 1996, they reportedly held public meetings aimed at the local #Zairian population. According to the #UNMappingReport , these meetings portrayed the #Rwandan #Hutu refugees as collectively responsible for the 1994 Genocide against the Tutsi in Rwanda and alleged that they were preparing to commit genocide against civilians in Zaire. The refugees were frequently described as "#pigs" ravaging local communities, and local residents were allegedly encouraged to help locate and kill them. Several sources cited by the Mapping Report further state that "#pigs" became the code word used by AFDL/#APR #RDF soldiers to refer to the #Rwandan #Hutu #refugees . When civilians questioned why they were prevented from entering certain areas, soldiers reportedly replied that they were "killing the #pigs."

According to the #UNMappingReport, the massacres in Walikale Territory followed a recurring pattern. After locating groups of Rwandan refugees, #AFDL/APR forces allegedly opened fire before promising survivors repatriation to Rwanda through UNHCR. Once refugees had assembled, many were reportedly killed with firearms, hammers, hoes, iron bars, axes, or sticks, while those attempting to escape were shot. The report also cites witnesses who alleged that, in 1999, APR/ANC soldiers returned to some massacre sites to exhume and burn bodies.
From 9 December 1996, AFDL/APR soldiers allegedly killed several hundred refugees, including women and children, at Hombo Bridge. Additional refugees were reportedly burned alive near Kampala, and many women were allegedly raped before being killed. Around the same period, several hundred refugees were reportedly massacred near #Chambucha after being promised repatriation, with many bodies thrown into the #Lowa River.
After the capture of the #Hombo–#Walikale road, refugees fleeing toward Masisi established temporary camps at Biriko. Around 17 December 1996, hundreds of refugees were allegedly killed there, followed by similar attacks in #Kilambo, Busurungi, #Nyamimba, and Kifuruka.
The same pattern was documented in #Musenge and Mutiko, where hundreds of refugees were allegedly intercepted at checkpoints, promised repatriation to Rwanda, and then killed with firearms or blunt weapons. The #UNMappingReport also states that local civilians were sometimes encouraged or forced to bury the victims.
The killings reportedly continued in Walikale-Centre and #Kariki, where an unknown number of refugees were allegedly killed, with many bodies dumped in the Lowa River. The UN Mapping Team later reported that human remains were still visible at the #Kariki site.
Overall, the UN Mapping Report documents allegations that at least around 1,600 refugees were killed in the major massacres recorded in Walikale Territory.
