USDCV is a commercial stablecoin, not tokenized central bank money. Reserve composition, redeemability, and SG-FORGE's issuer solvency are direct 𝗣𝗗𝗔𝗥𝗙 (𝗣𝗮𝗿𝘁𝗶𝗰𝘂𝗹𝗮 𝗗𝗶𝗴𝗶𝘁𝗮𝗹 𝗔𝘀𝘀𝗲𝘁 𝗥𝗶𝘀𝗸 𝗙𝗿𝗮𝗺𝗲𝘄𝗼𝗿𝗸) inputs - not conditions neutralized by central bank backing.
@EuroclearGroup functions as both depository and settlement infrastructure in this model, resulting in a concentration of custodial and settlement functions in a single counterparty.
#MiCA governs USDCV issuance as an e-money token. It does not govern settlement finality of USD-denominated paper on EU DLT infrastructure.

Under Project Pythagore (EUR leg), the @banquedefrance digital euro served as the cash leg - a central bank liability. Project Pythagore is a joint initiative launched by the Banque de France and Euroclear in late 2025 to tokenize Europe's largest short-term debt market, the Negotiable European Commercial Paper (NEU CP), which has an outstanding balance of €310 billion.
Under USDCV (USD leg), a commercial stablecoin issuer serves as the cash leg. The risk profile is different in measurable ways: reserve asset quality, issuer operational resilience, and regulatory backing are all variables, not fixed.
