I wonder if all it'd take is kicking players trying to join from a modified client, then adding local HUD support to bypass it for those wanting to use custom HUDs after. It would suck for benign mods, but I'd rather be able to play the game than have custom textures.

@csgokaradza Valve tried adding community mods to TF2 with Versus Saxton Hale (VSH). I don't remember for sure but I'm pretty sure Valve did something and made the gamemode significantly worse in official casual (WITHOUT bots even).
