***Transport in the Highlands and Islands:
Roads
ISP will:
Ensure the dualling of the A9 is completed as soon as possible, preferably within the Holyrood 2026–2031 parliamentary session
Prioritise improvements to the A96, including bypass or ring road options for Nairn, Elgin and Keith, and ensure a permanent and robust solution for the Rest and Be Thankful, with a preferred option of a tunnel (estimated cost £430 million), noting comparable lower-cost projects in Norway while remaining open to value assessment
Provide local authorities with additional ring-fenced funding to address the poor condition of roads in the Highlands and Islands, particularly for pothole repairs
Ferries
ISP will:
Abolish CMAL and replace it with a single non-profit infrastructure and operations company run for the benefit of island communities, with at least 50% island resident representation on its board
Conduct an urgent review of using catamaran vessels on crossings under 1.5 hours to improve capacity, reliability and operating hours
Provide island residents with two return passenger tickets per year for inter-island or mainland ferry travel, in addition to existing concession entitlements
Ensure provision for emergency travel on all sailings and require operators to prioritise island residents in bookings
Freeze ferry fares for five years to build resilience into the network before any future increases
Include Orkney inter-island and Shetland inter-island routes in all future ferry strategies, including vessel replacement and upgrades
Integration
ISP will:
Give local authorities powers to require transport operators to integrate services for passenger benefit
Enable local authorities to implement integrated local services combining multiple functions in a single vehicle, such as reinstating post bus-style services combining passenger transport, mail and parcel delivery in remote areas
Maintain Scotland-wide concessionary travel
Scotland needs a joined-up transport system.
Integrated rail, road, ferries, and airports—lower emissions, better connections, and long-term investment in public transport for everyone. #ScottishIndependence #VoteISP @IndyScotParty

ISP believes that an integrated transport system, guided by a clear strategic vision, is a fundamental requirement for a connected and prosperous nation.
ISP considers that:
A revised National Transport Strategy, including a clear priority list of strategic and local projects, is urgently required
International travel connections are a strategic necessity
Road, rail, airports and ferry ports should be integrated wherever possible
Fixed links provide long-term savings and greater reliability than ferry services
While ScotRail was nationalised in March 2022, the rail infrastructure itself remains outside Scottish Government control; this must change to achieve full integration, cost reduction and improved management
Transport-related CO₂ emissions must be reduced
Integrated ticketing and coordinated public transport timetabling are required
In the longer term, the introduction of free public transport for all should be explored
Real democracy means real power for the people.

***Direct Democracy / Direct Government in an Independent Scotland:
ISP supports the introduction of direct democracy.
We believe sovereignty lies with the people of Scotland, not politicians or distant institutions. The current system of parliamentary democracy has failed to deliver sufficient accountability, transparency, or meaningful consent, allowing governments to pass laws without proper consultation and to break commitments without consequence.
In an independent Scotland, ISP proposes replacing this model with a system of direct government, placing real power in the hands of the people.
Citizens would have the right to propose legislation, trigger binding referendums on major or controversial issues, amend or reject laws, and recall elected representatives who fail to serve the public interest.
Decision-making would follow the principle of subsidiarity, ensuring that power is exercised at the most local effective level, from communities upwards, with the people remaining the ultimate authority at every stage.
Direct government strengthens accountability, encourages informed participation, and creates more consensual and representative politics. It ensures government operates with the ongoing consent of the governed, restoring trust in democracy and placing control where it belongs: with the sovereign people of Scotland.
Transparency isn’t optional—it’s essential.
Stronger FOI laws, tighter lobbying rules, and real accountability so government works openly for the people. #ScottishIndependence #VoteISP

***Scottish Governance:
ISP believes that legislation on Freedom of Information and lobbying must be strengthened. The Scottish Government—before, during and after independence—has a duty to represent the people openly, transparently and honestly.
ISP proposes the following reforms:
Extend Freedom of Information legislation to cover third sector organisations receiving more than £200,000 per year in funding from the Scottish Government
Reduce unnecessary exemptions that limit access to information
Transfer Freedom of Information appeals to an independent body, separate from the original decision-making authority
Strengthen lobbying regulations to include both written and oral engagements, including those involving unpaid lobbyists
Require formal minutes to be taken and full disclosure of lobbying expenditure in all lobbying returns
Decisions should be made closer to the people they affect.
Stronger local democracy, real powers for communities, and less central control—bringing Scotland in line with the best of Europe. #ScottishIndependence #VoteISP

***Local Government:
Local government in Scotland ranks among the least autonomous in Europe. Local authorities are often too large and remote, while Community Councils are too small and lack meaningful power.
The full powers of independence provide an opportunity to shift decision-making away from central government, recognising that the Scottish Parliament cannot effectively micromanage local issues.
ISP proposes a cross-party review of the current local government framework, with the aim of strengthening local democracy and aligning Scotland more closely with European standards.
The existing model of 32 local authorities would be enhanced by introducing an additional lower tier of municipal or Burgh councils, bringing decision-making closer to communities.
Both levels of local government would have clearly defined, autonomous, and constitutionally protected powers. This would require the devolution of powers from Holyrood to local government.
Justice must be fair, transparent, and accessible to all.
Depoliticise the system, fund courts properly, strengthen local policing, and ensure justice isn’t determined by income. #ScottishIndependence #VoteISP @IndyScotParty

***Justice:
ISP supports Scotland being a safe and resilient country with a justice system that delivers fair and equal treatment for every citizen.
ISP considers it a priority to depoliticise the Crown Counsel by removing the Lord Advocate and Solicitor General from the Scottish Cabinet, and to introduce more transparent communication between Crown Counsel and Police Scotland. We also support the creation of a register of interests for judges to strengthen public confidence.
ISP will press for the Lord Advocate, in line with the Criminal Justice (Scotland) Act 2016, to produce a clear code for investigative functions and issue this to all relevant bodies. This is long overdue, and current arrangements lack consistency and clarity around how investigations are conducted and whether all reasonable lines of enquiry are pursued.
ISP believes that sexual offences by adults against people under 25 should attract more severe penalties, recognising increased vulnerability and power imbalances, particularly in cases involving positions of trust.
Greater provision for sheriff courts, additional trained staff, and increased funding for the Crown Office and Procurator Fiscal Service are required to address case backlogs. This would support a phased reduction in reliance on Justices of the Peace and a renewed commitment to the 180-day limit for remand prisoners.
Trials should take place within a reasonable distance of where the crime occurred. A review is needed in rural areas and the Highlands and Islands, particularly for jury trials.
As stated previously, ISP opposes juryless trials for rape and serious crime.
ISP will also push for the full implementation of a clear code of practice for criminal investigations, including a Scottish equivalent of pursuing all reasonable lines of enquiry—particularly important in cases involving public bodies.
ISP does not support the Hate Crime legislation in its current form and will support efforts to repeal and improve it.
The current state of legal aid means that access to justice is too often determined by income. ISP supports increased legal aid funding to ensure fair access to justice for all.
ISP will seek repayment of £76.5 million in VAT from HMRC paid by Police Scotland, to reinvest in equipment and resources. We also support measures to strengthen local policing, including the reinstatement of area control rooms and call centres in the Highlands and Islands and the North East.
Housing is a basic right—not a luxury.

***Housing:
Scotland faces a chronic housing shortage, and ISP considers it a fundamental duty of government to ensure that everyone has access to good quality housing. Homelessness is unacceptable in a wealthy nation.
ISP’s housing priorities are:
Fund new affordable rented housing through Registered Social Landlords
Encourage the conversion of underused office spaces into high-quality, affordable housing to support sustainable city centre living
Support the internationally recognised “Housing First” model to end homelessness
Introduce national minimum space standards for all new housing
Provide targeted funding for rural and remote areas, including support for self-build homes and small-scale rental developments, as well as enabling local authorities to buy back and rent out housing
Require all property in Scotland to be registered within Scotland, with enforcement measures where this is not completed within a set timeframe
Mental health must be treated as essential healthcare—not an afterthought.

***Mental Health
ISP has outlined several manifesto commitments—such as a Minimum Income Guarantee, a more secure working environment, and action to tackle homelessness—which are expected to help reduce personal and family anxieties related to financial and social circumstances.
ISP calls for:
An urgent mental health review, involving relevant third sector services, with recommendations implemented in full
Regular publication of clear and accurate mental health data by the Scottish Government to improve accountability and coordination of services
Increased access to talking therapies, with the potential for universal free provision to be explored

Further strengthening of both formal and informal support systems, particularly for men and young people
Mental health and suicide are growing concerns in Scotland. There is a clear link between mental health and poverty, with suicide rates significantly higher in areas of deprivation. Recent data has shown an increase in suicides, highlighting the urgency of action.
ISP recognises that addressing these challenges requires tackling root causes, including poverty—hence the inclusion of policies such as a Minimum Income Guarantee.
There is also a significant gender disparity, with men far more likely to die by suicide, particularly under the age of 65. A more targeted approach to mental health—especially men’s mental health—is therefore essential.
ISP proposes the following:
A review of how suicide data is recorded, ensuring greater accuracy while remaining sensitive to families
Improved access to talking therapies and cognitive behavioural therapy (CBT), with increased NHS capacity through funding and training to reduce waiting times
Recognition that mental health affects a significant proportion of the population and must be treated as a core part of healthcare
The introduction of accessible support options, such as text-based or telephone services, allowing people to seek help and talk about their mental health when needed
ISP recognises that peer to peer groups where people can talk about their mental health, particularly male only groups can be of great benefit. ISP proposes supporting such groups in a structured way across Scotland.
ISP also supports a structured support of peer groups for those families who have experienced bereavement through suicide.
