The Municipal Structures Amendment Bill seeks, among other things, to impose a 1% #VoteThreshold in councils. It is clear that the COGTA Dept and SALGA support this principle, without clearly motivating how the removal of most smaller parties would bring stability.

The COGTA Committee in deliberating on the Municipal Structures Amendment Bill. One of the key proposals is #ElectoralThresholds, which would have the effect of wiping out many smaller parties. It will be interesting to see how electoral reform will play out in the GNU era.

One means to "stabilise" coalitions is a #VoteThreshold to eliminate the smallest parties. Aside from disenfranchising voters, the largest parties gain disproportionately, even where no coalition exists. This is how seats in Cape Town would look with a 1% threshold. We get the problem that leads to these proposals, but there is uncertainty concerning whether the measures would achieve the desired stability (@ZakesvanTonder questions this)), and there is the big question of whether there are additional unintended or unfair consequences that render the "solution" unviable. As I read it, thresholds punish ALL small parties everywhere for the actions of SOME, in some places. And the voters are punished. And finally, there is the logical absurdity of allowing individual independents to have seats, while disallowing parties with more votes.

#ElectoralAmendmentBill If @IECSouthAfrica gives @ParliamentofRSA faulty advice on a smaller, but clear-cut, question, then how do we trust they they are advising correctly on the big issues: - Excessive #Signatures requirement - #SeatAllocation method - Unfair #VoteThreshold

Here is the (hypothetical) scenario that @IECSouthAfrica told @ParliamentofRSA could not happen. Using (tweaked) 2019 Gauteng results, in the, admittedly unlikely, case that the DA did not supply enough names on their PR list, they forfeit a seat, but the ACDP ALSO loses a seat.
