🚨RED OCTOBER DEBRIEFING: THE DOORS, NOT THE VAULT My read: you don't stop a shadow money system by destroying its money. You stop it at the doors where that money has to come out into the real world. Here's what's on the record. October 1. Treasury named Russia's A7 Network a transnational criminal organization. FinCEN, Treasury's financial intelligence unit, published an alert laying out how the system worked. Their numbers, not mine: At least $179.1 billion in transactions through A7's own ruble-backed digital coin, A7A5, from February 2025 to June 2026. Front companies holding accounts at about 435 banks in at least 83 countries. Users included Iran's Central Bank and its Revolutionary Guard, on top of Russian customers. Owned by Ilan Shor and Promsvyazbank, Russia's state defense bank. That's not a scheme. That's a parallel payment system, built by sanctioned states to route around the dollar. Now, how it actually worked, from FinCEN's own description. Russian buyer needs to pay a supplier abroad. A7 takes the order, records the debt on its own internal books, and assigns a front company in Hong Kong, Dubai, Turkey or Kyrgyzstan to pay the supplier through normal banking. The bank sees an ordinary invoice. Inside Russia, A7's coin moves between its own wallets to balance the books. That's why the $179 billion is so big. Much of it is the network shuffling its own ledger, not $179 billion of fresh sanctions evasion. Big number, but read it for what it is. Here's the part that matters. FinCEN calls the A7 coin "non-freezable." Its issuer sits in Kyrgyzstan, out of reach. Treasury couldn't flip a switch and kill it, and it didn't. After an exchange it relied on was hit in April, the coin moved into private wallets. One wallet now reportedly holds 94.5% of the supply. So how do you shut down money you can't freeze? You go to the doors. The coin was worthless unless it could be turned into something else. The network's exit was converting into Tether, then into dollars, yuan, dirhams or euros. That runs through exchanges, through front companies, through bank accounts. Every one of those is a door, and every door has a name on it that Treasury can sanction. That's the whole board in one case. Congress already wrote this into law. Under the GENIUS Act, no legal stablecoin can be issued in America unless the issuer can freeze, seize or burn coins on a government order. A7 built a coin without a freeze button.
